The Indonesia
Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program
(2011 – 2016) funded by the United States Agency for International Development
(USAID) and implemented under the leadership of DAI. IUWASH works with government,
the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and
sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist
the Government of Indonesia (GOI) in making significant progress in achieving
its safe water and sanitation Millennium Development Goal (MDG)
targets by expanding access to these services.
To achieve the above, assistance provided by the project is divided under three main technical components, including:

- Mobilizing demand for WatSan service delivery;
- Improving and expanding capacity for WatSan service delivery; and
- Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
IUWASH will apply different approaches and interventions with its local
partners, such as local Water utilities, local and national government
institutions, NGOs and communities to address water, sanitation and hygiene. To
achieve these objectives IUWASH need high caliber incumbent to fill the
positions of :
Junior Urban Sanitation Specialist, based
in Semarang-Central Java, code (JUSS2-CJ)
The Junior Urban Sanitation Specialist
will be supporting the IUWASH sanitation program in 10 target cities of Central
Java region. S/he will work in-collaboration with the Urban Sanitation
Specialist on Sanitation program in Central Java region, s/he will also
coordinate with stakeholders at local and provincial level. The Junior Urban
Sanitation Specialist will support the USAID IUWASH Project’s achievement of
the urban sanitation target under Component Two “Improve & Expand Capacity
for Water and Sanitation Service Delivery”. S/he will also support, where
required Component One “Mobilizing Demand for WATSAN Services” and Component
Three “Strengthen Policy and Financial Enabling Environment for Improve Watsan
Delivery”.
Tasks:
S/he responsibilities will include, but
not be limited to the following:
- Assist/ facilitate in strengthening existing city sanitation working groups (Pokja Sanitasi or Pokja AMPL)
- Assist/ facilitate next steps after the PPSP program, detailed feasibility and/or technical studies. Identify and arrange cost-sharing for these studies, designs from Local – and Central government and/or other donor agencies.
- Assist/ facilitate local government in expanding sanitation services through citywide system, communal system and individual system. Including to support the establishment of city sanitation management institution.
Minimum
Qualifications:
- Minimum bachelor’s in a relevant field such as Civil Engineering or Environmental Engineering
- At least 3 years experience in sanitation design and construction programs;
- Familiar with urban sanitation and hygiene programs in Indonesia;
- Experience working for/with local governments and local communities;
- Ability to understand, speak, and write reasonable English;
- Flexibility to work on evenings and weekends (exceptions), and travel within Indonesia.
