Deputy Chief of Party, Local Governance Project, Eastern Indonesia

Proposal Summary: The upcoming USAID-funded local
governance project in eastern Indonesia, including
Papua, will
focus on strengthening the capacity of local governments and improving access
to and the quality of services to citizens.
It will also support leadership development among community leaders and
provide grants for citizen participation, livelihood programs and community development through local
NGOs,
women and youth groups.
Position Summary: The
Deputy Chief of Party will report to the Chief of Party (COP) and provide overall technical assistance and support in the
development and implementation of all technical assistance components of the
project, with direct responsibility for the design and implementation of
certain activities.

Responsibilities:
- Supervise and monitor implementation of project activities to ensure quality work and compliance with work plan obligations, timelines, deliverables and results.
- Assist the COP in providing management oversight and technical advice for all program components, and ensure that the overall project is meeting proposed objectives and targets.
- Provide capacity-building and mentorship to technical specialists and program staff, as needed.
- Serve as acting Chief of Party when necessary and in that role represent the project before USAID and project stakeholders.
Qualifications:
- A bachelor’s degree in public administration, international development, political science, or other relevant subject area.
- Minimum five years of experience implementing local governance or community development donor-funded projects, preferably USAID-funded.
- Demonstrated technical knowledge in local governance or community development in eastern Indonesia, including Papua preferred.
- Demonstrated leadership and diplomacy skills.
- Fluency in written and spoken English is required.
