The Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH is a German international cooperation enterprise for sustainable development with worldwide operations. Strengthening Women’s Rights (SWR) project which supports the Ministry of Women Empowerment and Protection of Children’s’ Rights (KPPPA) in promoting gender equality and women’s rights is looking for 1 (one) qualified Technical Advisor, report to Team Leader, to be based in Jakarta. The assignment starts on 1 March 2014 to 31 December 2014 with a potential extension depending on performance and certain conditions.
SCOPE
The Advisor is responsible to provide technical
support to the project in the area of project’s monitoring and promotion for project
results, and also supporting the strategic capacity building process for the
partners.
A. Responsibilities:
- Provide technical support to SWR team leader and deputy team leader to manage the policy analysis and awareness raising component of SWR including capacity development, in accordance with the project goals and activities agreed with the partner and with the superior
- Knowledge management and communication of innovations to a broad target group
- Integrating results and experience into teamwork and the work of all relevant partner groups
- Coordinating and ensure the implementation of project internal result-based monitoring system
- Implement and regularly monitor project promotion activities in close coordination with the partner
- Provide technical support to SWR office manager to manage events, documentation and filing
B. Tasks
1. Technical advisory support
·
Provides technical support to team
leader and deputy team leader to strengthen the capacities (identification,
conceptualization and implementation) of the Ministry Women Empowerment and
Child Protection and Women Empowerment Agencies to promote women’s rights and
gender mainstreaming, including gender responsive planning and budgeting
·
Provide technical backstopping to the replication of
awareness campaigns for women’s rights (Dialog Warga) and other suitable tools
·
Supports to the development and implementation
of tools to assess the effectiveness of the approaches developed by the
project and the possibility to scale them up; identifies interesting issues on
the regional level together with stakeholders and facilitates feeding them back
into discussions at MOWECP
·
Provides technical support to deputy team leader to
develop gender data system development at MOWECP and increased capacities
of the Ministry and regional agencies to promote gender mainstreaming and
women’s rights
2.
Knowledge management and
PR
·
Supports promotion of experiences and
knowledge transfer to partner and non-governmental intermediaries
regarding the solutions developed by the project
·
Along with team leader, develop ready-to-use
strategies and technical concepts, including guidelines, manuals and procedures
·
Support in drawing up reports and presentation
documents
·
Provides appropriate input for various
project/programme reports including annual reports, and contributes to the
other reports required by the programme manager and GIZ Head Office
3.
Coordination
and administration
·
Prepares and maintain internal coordination meeting
minutes
·
Supports for project event : logistic
preparation (when needed), documentation for event (photos & minutes)
·
Conducts Digital filing (public folder, DMS):
consultant reports, events reports, etc.
·
Updates SWR contacts
·
Provides Internet or other computer/electronic support
when needed
Other
duties/additional tasks
·
To be based in Jakarta in the SWR office. His/her tasks
include travel to the SWR project regions.

Performs other duties and tasks at the request of
management

Required
Entry Qualifications and Competencies
- Bachelor degree in an area that is related to the project/programme objectives, with a focus on a relevant field
- 3-5 years professional experience, with at least 2 years professional experience in a comparable position, proven documentation and logistics capacities
- Sensitivity on gender and human rights issues
- Knowledge of results oriented project management and monitoring and evaluation
- Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
- Fluent written and oral knowledge of English
- Willingness to up-skill as required by the tasks to be performed – corresponding measures are agreed with management
