Background
Institute for Essential Services Reform (IESR) is implementing a
project called “Southeast Asian Partnership for Better
Governance in Extractive Industries”. This is a collaborative project
funded by USAID IKAT Project through Revenue Watch Institute (RWI), with a
number of partner organisations in Indonesia, Malaysia, Vietnam, Philippines,
and Timor Leste.
The project is expected for 3 years, starting from 2012. One of
the project’s goal is to develop regional campaign on ASEAN support to
implementation of Extractive Industries Transparency Initiative (EITI). IESR is
responsible for regional (Southeast Asia) advocacy component that targeted
ASEAN and cooperation under ASEAN Economic Community Blueprint, particularly
ASEAN Mineral Cooperation and ASEAN Energy Cooperation.
IESR’s project component concentrates its
activities on the following fields of activities:
Advocates extractive industries transparency and accountability
targeting ASEAN
Building regional campaign on EI transparency, and linking to
national advocacy by regional partners
Build networking with ASEAN institutions, academic institutions,
and CSOs in the region that works in the area of Extractive Industries
transparency
Responsibilities
• Follow
and update developments in extractive industries in the ASEAN member countries
and in the region.
• Initiate
dialogue and build cooperation with relevant institution to support IESR’s
regional advocacy and campaign.
• Communicate
with regional partners, and other relevant organisation/institutions.
• Implement
regional component activities which are under IESR’s
responsibility.
• Represent
in project meetings, workshop and other professional forums.
Main Task
Project Implementation:
• Plan
and implement IESR’s 2014 workplan, together with the
project team
• Conceptualize,
prepare, and assist the implementation of workshops, seminar, trainings and
other events that are related to the projects.
• Support
knowledge exchange and transfer within project team, IESR, and project’s
partners.
Networking and Cooperation:
• Maintain
communication with project’s partner, develop close contact to
relevant counterparts.
• Maintain
relation and foster dialogues with project’s partners, NGOs/CSOs, government
agencies, and inter-governmental agencies in the ASEAN
Management and Cooordination:
• Develop
term of reference for consultant or service providers
• Closely
manage and coordinates project consultant and other service providers.
• Monitor
project progress, review report and documents concerning the progress,
determine bottlenecks, and recommend alternative approaches of management
actions.
• Liase
and coordinate with USAID and RWI.
Knowlegde Management:
• Stay
abreast of development in regional (ASEAN) and national (ASEAN member
countries) extractive industries.
• Prepare
input for reports/publication used in the project.
• Prepare
relevant papers, training modules, etc.
• Assist
the update of SEA EI website
• Assist
regular reporting to RWI and USAID.
Qualifications
• Preferably
Master Degree (or equivalent) with minimum 3 years working experience, or
Bachelor Degree with minimum 5 years relevant experience to the position.
• Good
understanding about the extractive industries governance
• Good
writing and communication skill
• Preferably
Indonesian nationality
Professional
Experience
• In-depth
understanding about governance of extractive industries (oil, gas, minerals)
• Indonesian
• Working
experience in advocacy/campaign in national and/or regional level in the area
of human rights/environments/social accountability/governance.
• Experience
in communicating and engaging government, private sector and civil society
• Excellent
network with CSOs/NGOs in Indonesia and in Southeast Asia
• Dynamic
and hard-working person.
Other
knowledge, additional competence
• Excellent
knowledge of English, including writing capabilities
• Good
knowledge with ITC technology and PC application
• Good
skill in moderating and facilitating discussion, meeting, etc
