Organizational Context:
1.    A concept note on District Capacity Development with a broader goal to improve the ability of local government to undertake pro-poor planning and budgeting, with better linkages between community planning and line agency service delivery had been approved by the Joint Management Committee (JMC) in June 2010. The project consisted of two major components with one being the implementation of Stocktaking Study in 8 district and two the scaling up the P3BM tools and methodology.

2.    The Pro-Poor Planning and Budgeting (P3BM) instrument is a set of practical tools used to help local government to improve their planning and budgeting documents. This project has been developed and managed by Bappenas since July 2008, in coordination with the Asian Development Bank (ADB) and the United Nations Development Program (UNDP).

3.    Bappenas strongly supports the replication of P3BM methodology to provinces and districts across Indonesia. The replication will trigger a systemic national movement that will accelerate the achievement of MDG as well as improving planning process at the local level. Without strategic approach, it will take over 40 years to complete P3BM trainings in all districts.  Thus PSF with Bappenas have been working together to prepare P3BM scale-up plan with the idea to  poolnational trainers that will be deployed to provinces and districts to deliver P3BM modules through  cascading model.


4.    Until now three activities had been conducted in preparation to the scale-up of P3BM methodology, the first one was the national Training-of-trainers (TOT) in P3BM modules commenced in November 2010 involving 25 participants from Bappenas and university representatives, then second was the In-depth workshop in February 2011 aiming to improve P3BM modules and enhance skills of the newly appointed trainers to cater more to local government condition and finally the implementation of P3BM Tryout in March 2011 in coordination with LPEM UI with 42 participants of Bappeda, SKPD Health and Education from 12 kabupaten/kota. The Tryout aimed to gauge participants interest and comprehension on the taught modules, to test delivery structure of the improved modules and evaluate new trainers debut on becoming the P3BM trainers. 

 

5.    Subsequently, these new trainers will travel to province and districts to transfer knowledge in pro-poor planning and budgeting to civil servants at sub-national levels across Indonesia. In this way, the P3BM methods and tools will be scaled out across Indonesia more efficiently, to improve skills of sub-national civil servants especially Bappeda and SKPD to exercise better planning through improvement in targeting.
 

6.    However, P3BM program was not designed to intervene only at providing training to local government, but it should be treated as one package of local government capacity building for pro-poor approaches and instruments which includes process of dissemination, capacity building, facilitation, database management and data processing which are complimentary to each other. The dissemination process is the first step needed to ensure that the target group at Province and District especially the policy makers grant their by in to the adoption of this planning tool as well as their ownership to involve further in the process of capacity building. Successful dissemination takes place when commitment from stakeholders to support activities such as TOT at Province level, training at district, facilitation on planning and budget documents in their jurisdiction are met. The commitment can take the form of Standard Operating Procedure (SOP), SK Bupati, cost-sharing, etc.
 

7.    Results from capacity building activities in some P3BM locations showed that local government planning and budgeting starting from musrenbang kabupaten process up to approval by the local parliament have shifted towards pro-poor.  Following the programme intervention, direct spending which was initially 30-40% had increased to 40-70%.  Development fund for MDG which was initially 15-30% had increased by 16-17%.  Programmes and activities formulated also focused on the highest priority of the community.  Based on the successful experience, the P3BM team has developed a manual which can be used to replicate the programme throughout Indonesia. The manual consisted of (1) effective analysis tool for pro-poor planning and budgeting, and (2) development on MDG and pro-poor planning and budgeting.  
   
8.    Continuous improvement still needed to package the P3BM programs into a more robust and effective tool. Program monitoring is needed to be able to track improvement or decline in ones planning and budgeting process, to observe difficulties faced by local government in applying such tools, and to identify its strength and weaknesses. Thus there is a need to develop monitoring mechanism for the tool to be able to record progress in its utilisation.

 

9.    An evaluation study to observe the effectiveness of P3BM tool in addressing some of local government constraints in producing quality planning documents will take place shortly. The study will involve a number of P3BM experts and a couple of well experienced researchers to design and conduct the survey in 10 districts. The findings from the study will be used as inputs to the development of the project Phase Two.
 

10.    As the District Capacity Development project moves in to Phase Two in mid 2011, the training programs and results will be assessed, and any suggested improvements will be incorporated into subsequent rounds of training. The P3BM scale up plan will also include any relevant findings from the stocktake phase of the District Capacity Development project, such as any ‘best practices’ in pro-poor planning and budgeting identified in the stocktake.
 

11.    To ensure smooth process on the development and implementation of P3BM Scale-up replication, include:  the roll out P3BM TOT (at national and provincial level) P3BM Training at sub-national and facilitation on P3BM tools utilization at districts, as well as improving data availability awareness and data quality, Kemitraan under coordination with Bappenas-PSF are seeking to hire an Finance Project Assistant of P3BM Office Jakarta for P3BM Programme to assist with the design and implementation of planned activities.

Summary of key functions
Objectives of Assignment:
•    Support the P3BM Project Manager especially in office financial and administration duties for P3BM project implementation

•    Maintain accountability of financial and administration support for the P3BM National Secretariate and Clinic Coordinator Regional P3BM, as well as with Kemitraan, under supervision of Project Manager

•    Working closely with Kemitraan and P3BM National Secretariate to smooth the financial and administration duties

Scope of Works:
•    Prepare the finance and administration documents mainly in Jakarta office in including regular finance report (monthly – quarterly – annual), updating project financial status, travel arrangements and documents, archiving and document management, and other related duties in finance and administration

•    Support the operational of  P3BM  provincial office administration

Recruitment Qualifications

Education and Skills
   
Minimum university degree in relevant fields, preferred in accounting or economics.

Experience
   
Minimum 3 years experience in office administration and finance.

Others requirements   
•    Experience in handling administration, financial issues and program
•    Familiar with Microsoft Office application
•    Excellent interpersonal and cross-cultural communication skills
•    Have ability in preparation the accountable financial report of P3BM activities

Language Requirements
   
Fluency in English and Bahasa Indonesia
