Project rationale
This research project aims investigate the sustainability of reconstruction and development projects carried out in Aceh, Indonesia after the 2004 Indian Ocean tsunami, and the degree reconstruction efforts have empowered local capacities, transferred skills and knowledge, and reduced risk. The project is the only substantive interdisciplinary study of the longer-term endurance of aid projects after the cessation of funding post-tsunami, and addresses the critical question what happens to local communities once aid efforts finish. The project links together policy and social science inquiry with EOS’s scientific and Education & Outreach involvement in Aceh to produce a comprehensive and integrated approach to post-disaster recovery and resilience.

Key Assignments of the Project Officer
At present, ICAIOS is looking for a full-time position as Project Officer. He or she will be responsible to ICAIOS Executive Director/Aceh Research Project Director and will perform the following duties under his/her supervision:
- Provide ICAIOS and partner organizations with advice on the full range of technical and operational issues related to the research project
- Develop project implementation plan, execute, administer, and monitor logistics for all related activities, such as workshops, field research or other events undertaken by ICAIOS
- Write regular progress reports on the research projects
- Write a project report at the end of the research implementation
- Coordinate financial and administrative staffs of the project for full performance of a small but effective financial and administrative team
- Support the ICAIOS Director, Program Manager, Project Directors in the general implementation of the project
- To perform additional reasonable tasks required by Senior Researchers or Research Sector Coordinators
Contractual Details
- The Project Officer will be contracted for 8 months starting January up to October 2014.
- This post is a full time position which requires a minimum working time of forty hours weekly
- Contracting arrangements will be between ICAIOS and the Project Officer
Qualifications:
- Successfully completed a Master degree in all fields, preferably in related fields to policy and disaster science with excellent results
- Some experience in preparing and conducting field research, including research on post-disaster context
- Experience in analysis and report writing
- Advanced skill in using MS-Office (Word, Excel, Power Point) and internet is a must
- Excellent communication skills in English. Ability to speak local language (Acehnese) is an advantage
- An ability to work independently and with strong self-initiative
- Great interpersonal and leadership skills as proven by previous assignments
- Must be available throughout all of 2014 for this project
