FAO Indonesia Vacancy: Data Encoder Coordinator, Jakarta

FAO Indonesia is currently looking for a DCC Data Encoder Coordinator (OSRO/INS/103/USA) to be based in Jakarta. 
 
The DCC Data Encoder Coordinator shall operate under the overall supervision of the FAO Representative in Indonesia, the general supervision of the Emergency Centre for Transboundary Animal Diseases Operations (ECTAD) Programme Team Leader in Indonesia, the Chief Technical Advisor (Analysis and Policy Development) and under direct supervision of the National Monitoring and Evaluation Advisor and in close coordination with the Database Programmer, the Epidemiology Team, the Local Government Team, the Advocacy Team, the URC-PHMS MOA and other national and international staffs to perform duties relating to the maintenance and operation of DCC reporting database and provision of technical support to national and local Data Encoders to ensure data quality and timely reporting. 
  
Specific responsibilities will include: 
 
  • In close cooperation with the Epidemiology Group, the Central URC PHMS MOA and URC Coordinators to provide operational and technical support to DCC data encoder, URC Provincial and District Data Encoders to ensure data quality, rapid and continuous flow of data from URCs to DCC/Central URC for effective performance.  
  • Supervise the DCC data encoder.  
  • Monitor data flow between districts, Provincial URCs and the Central URC PHMS/DCC, identify obstacles of timely reporting, perform data quality control checks and provide potential backstopping to address backlogs issues at the local URCs.  
  • Being pro active in providing suggestions/analysis to improve reporting and data collections through regular visits, communication and regular reviews of data submission with inputs from the Epidemiology team, the Local Government team, the URC PHMS MOA and other relevant groups.  
  • Provide the manuals and training program for DCC data encoder, Provincial and District data encoders/data managers on the usage of program database for data entry, reporting and data analysis. With the support from the admin staff, assist in training preparation relevant to the M&E Teams.  
  • Record regular disease SMSs, collect and analyze regular database updates from each local URCs and submit regular data report on disease reporting and outbreak information to Central URC PHMS and relevant teams.  
  • Provide support and monitor the knowledge transfer and capacity building processes of the relevant DAH and the Central URC PHMS staffs on disease database management, data collection and analysis.  
  • Provide data analysis from the database as requested by FAO CTAs and the M&E Advisor and present the findings.  
  • Provide input and support on the development of new project databases with the evolving needs of the projects.  
  • Manage and monitor the work of Casual Data Encoders when required.  
  • Perform other related duties as required. 
Qualifications: 
  • Bachelor’s Degree in Computer Science with relevant 3-4 years of experiences.  
  • Experience in using Access database queries, handling operational issues of database management and building capacity of the human resources available  
  • Good ability to speak and write English and Bahasa Indonesia  
  • Excellent knowledge of various computer software programs, especially MS Access, MS Excel and Ms. Power Point.  
  • Attention to detail, flexible and able to work with individuals of different characters, cultural and national backgrounds.  
  • Excellent interpersonal and communications skills.  
  • Ability to work under tight deadline and with minimum supervision. 
Duty station: FAO ECTAD MOA office, 6th floor, Directorate of Animal Health, Building C, Ministry of Agriculture, Jakarta, Indonesia, with regular travels within Indonesia when required. 
 
Duration: 3 months with possibility of extension depending on funding availability and satisfactory performance
