Short-term consultancy opportunities
Climate Policy Initiative is a team of analysts and advisors that works to improve the most important energy and land use policies around the world, with a particular focus on finance. CPI is a small but dynamic organization, with a global reach and an entrepreneurial culture. The Indonesia program is CPI’s newest program, and is growing fast. Our primary focus is on supporting government-led efforts to develop policies and incentives that improve the use and management of Indonesia’s valuable land and natural resources, and lay a strong foundation for achieving economic growth goals and environmental targets.

Expressions of Interest:
CPI is interested to receive expressions of interest from highly qualified and experienced professionals in a variety of disciplines related to land use optimization and planning. Selected applicants that are found suitable via a merit based selection process will be placed on a register of experts and may expect to be called upon to provide consulting advice to support CPI’s activities in Indonesia. Expressions of interests may be submitted by individuals, organizations / companies or affiliations. An overview of CPI’s current projects is provided below.

Current Projects: 

Central Kalimantan Production – Protection Initiative
The Central Kalimantan Production – Protection Initiative is a partnership between CPI and the University of Palangka Raya (UNPAR) that supports the Government of Central Kalimantan’s vision to optimize land use and build a sustainable palm oil sector. Indonesia’s agricultural sector accounts for about 15% of Indonesia’s GDP, and more than half of Indonesia’s current greenhouse gas emissions come from the land sector. This means that the way land is used plays a critical role in achieving Indonesia’s goal of 26% emission reductions in context of 7% economic growth. However, current land use practices have high social, environmental, and economic costs.

CPI is supporting UNPAR to provide local decision makers with robust and policy-relevant analysis about where the opportunities for land optimization are and how they can be delivered. Analysis is focused on four themes:
  • Land use – including natural ecosystems and other current or planned land uses
  • Social economy – including location of population and indigenous land claims
  • Business investments in key agricultural sectors – including palm oil
  • Fiscal incentives and flows impacting land use
Through the Initiative, CPI will support UNPAR to engage with government at the national, provincial, and district level, as well as business, communities, civil society, and development partners, at various stages during the in-depth analysis. We will share lessons and results with local decision makers to inform their choices about how they can achieve stronger economic growth by using putting land into its most appropriate uses. Based on this in-depth analysis, CPI and UNPAR will work together to develop and test a model for sustainable oil palm investment in Central Kalimantan that supports improved land use policies, better business models and achieves economic growth.

CPI is also supporting the University of Palangka Raya to establish a new Centre of Excellence in Landscape Analysis, based in the Faculty of Agriculture. The Centre will bring together researchers to complete in-depth analysis around complex land-use issues, including how policy affects agricultural productivity and surrounding communities. It will provide a local data and knowledge hub in Central Kalimantan, and will deliver training in the latest systems, technologies and research methodologies.

Landscape of Public Climate Finance in Indonesia
CPI is collaborating with the Centre for Climate Change Policy and Multilateral Financing, Fiscal

Policy Agency (BKF), in Indonesia’s Ministry of Finance to conduct a study on the Landscape of Public Climate Finance in Indonesia. The Landscape of Public Climate Finance in Indonesia aims to build a comprehensive and dynamic overview of Indonesia’s public climate finance flows to understand not only how much finance is flowing, but also:
  • which organizations or agencies are providing and/or managing the delivery of the funding;
  • what financial instruments and mechanisms are being used by providers of finance; and
  • what mitigation and adaptation activities are receiving funds.
CPI’s Landscape of Public Climate Finance study follows a framework established for its annual Global Landscape of Climate Finance report. It compiles the best available data in a comparable way to build a robust picture of current flows. This study complements ongoing efforts to track climate finance in relevant sectors in Indonesia.

Understanding how climate financing flows from various national, local, and international public sources to support action on the ground will help policy makers to develop targeted instruments and policies that help.

Indonesia meet its green growth goals and address climate risk by unblocking bottlenecks, improving value for money, developing tracking systems, and incentivizing increased spending by public and private actors.

Areas of Expertise Sought:
Skill sets sought through this expression of interest include experts with relevant backgrounds in climate change, working with government and private sector business, and a minimum of 5 years of experience in the following core technical competencies:
  • Economics (particularly quantitative analysis and modeling expertise);
  • Legal & Regulatory;
  • Policy & Governance;
  • Land use mapping / GIS;
  • Political Economy; and
  • Monitoring & Evaluation.
Expert Panel:
If deemed suitable for inclusion in the expert panel, experts may also be called upon to support current projects, detailed above, or related upcoming projects that are yet to be formalized. Experts on the panel may be invited to provide quotations for services as appropriate projects arise. However, listing on the panel is not a guarantee of contract. Only experts deemed suitable for listing on the panel will be notified, and may be contracted from the panel any time from when the time the panel is established until end 2015.
 
Format of Expression of Interest:Expressions of interest must include:
  • cover letter;
  • information detailing area/s of relevant expertise;
  • experience profile;
  • CVs of individuals or key personnel of organizations or affiliations who would be responsible for providing services; and
  • daily rates for services. 
Selection criteriaExpressions of Interest will be assessed against the following criteria:
  • Detailed understanding of current agriculture, climate and land-use policies and challenges in Indonesia, with a specific focus on the public policy, the business sector, governance and legal framework dimensions, and strong experience in at least one of the core technical skill sets listed above (more than 5 years experience required).
  • Demonstrated ability to design, manage, and implement complex research assignments and analytical projects. Experience delivering rigorous quantitative and qualitative evaluation of Indonesian climate and land sector policies will be an advantage.
  • Previous experience working with government. Experience working with the Indonesian Ministry of Finance will be an advantage.
  • Experience and proven ability to work in a team environment.
  • Strong local networks of relevant stakeholders.
  • Proven ability to deliver accurate analysis, advice and recommendations while working to tight deadlines.
  • Excellent written and oral English, and ability to work in Bahasa Indonesia is an advantage.
  • Ability to communicate complex qualitative and quantitative analyses to expert as well as non-technical audiences.
