Vacancy: USAID ASEAN-U.S. PROGRESS Project - Communications Specialist, Jakarta

Development Alternatives, Inc. (DAI) is the implementing partner of the USAID-funded ASEAN-U.S. PROGRESS project. DAI is seeking to fill the position of Communications Specialist to be based in Jakarta.

SCOPE OF WORK
Communications Specialist

1. Background

The ASEAN-U.S. Partnership for Good Governance, Equitable and Sustainable Development and Security (PROGRESS) project provides support to ASEAN in its efforts to promote regional integration in the areas of good governance, security, and human development. PROGRESS will help ASEAN lay the groundwork necessary to achieve its vision by 2020 and fortify cooperation between ASEAN and the United States.

2. Purpose:

The communication function will cover: a) PROGRESS project communication and communication deliverables, b) communication products that summarize the work of multiple USAID-managed projects that provide support to ASEAN, and c) technical assistance to strengthen the ASEAN Public Outreach and Communication (POC) unit.

3. Objectives and Duties:

The Communications Specialist will support the Chief of Party (COP) and Deputy Chief of Party (DCOP) by managing implementation of all project communication and deliverables, and by overseeing the Communication Assistant. Specific duties include:
  • Serve as lead for all communication activities. 
  • Ensure communication products under PROGRESS work plan are developed and delivered according to the work plan timeline.
  • Develop written and photographic highlights and success stories that convey PROGRESS’ activities and results.
  • Develop a system to collect content, success stories, and results from eight additional USAID-ASEAN managed projects; convert the material into hard copy and electronic communication products; and distribute to select USG and ASEAN partners through various communication channels.
  • Work with ASEAN-POC to strengthen their outreach and communication activities, support implementation of their communication strategy, and use of information communication technologies (ICT). 
  • Develop monitoring and evaluation plan and routinely prepare reports detailing results against the plan.
  • Recommend to the COP and DCOP additional methods of communicating impact, strategy implementation and evaluation of communication products. 
  • Additional tasks as requested by the COP or DCOP.
4. Qualifications:
  • At least 5 years of demonstrated experience in communication and public outreach, with a proven track record of successful packaging of communication materials to multiple audiences. Prior experience in the international development field preferred. 
  • A bachelor’s degree in a relevant field.
  • Demonstrated experience with communication strategy development, implementation and evaluation.
  • Proven ability to conduct audience research/segmentation, message development, and use of social and mass media to reach multiple audiences.
  • Hands-on experience designing communication tools. 
  • Pro-active, team player and results focused.
  • Excellent written and oral communication skills in English and
Bahasa Indonesia.
  • Technical knowledge in the program subject matter desired. 
  • Prior supervisory experience preferred.
The Communications Specialist will be based in Jakarta, Indonesia. S/He will report to the Deputy Chief of Party.
