Proposal Summary:
The purpose of the
anticipated Health Technical Assistance Project (BANTU) is to identify,
recruit, hire, administer and support qualified individuals or organizations
that will provide short or long-term technical assistance directly to the
Government of Indonesia (GoI) as needed and requested by USAID/Indonesia’s
Office of Health, in particular, to support USAID’s GHI and CDCS strategies and
priorities.
Position Summary:
MSI
is seeking a Project Director for the upcoming BANTU project. S/he will be
responsible for the overall management of the contract, and work closely with
USAID to determine technical assistance needs and ensure a rapid and high
quality response to client requests. S/he will be responsible for the technical
supervision of all aspects of contract work, including development and
management of the recruitment database, consultant identification and
management, internal and external communication, and submission of reports and
other contract deliverables. The Project Director is expected to take an active
role in organizing consultancies. S/he will oversee a team of human resources,
logistical and operations staff, as well as a wide range of technical experts –
both Indonesian and expatriate – in a wide range of public health technical
expertise, M&E, gender, training and communications. This position will be
based full-time in Jakarta.

Responsibilities:
- Provide vision, direction, leadership and management for the contract, and contribute significantly to the institutional strengthening objectives of USAID/Indonesia in consultation with the MSI home office technical director.
- Oversee all aspects of technical and administrative management, including the recruitment, selection and fielding of large number of technical experts, as well as the organization and logistics of the consultancies.
- Serve as the primary point of contact with USAID/Indonesia in regards to day-to-day implementation and management matters relating to this contract.
- Lead internal and external communication between all stakeholders, USAID and project staff members.
- Supervise the development and management of the applicant tracking system/recruitment database.
- Develop and/or oversee the creation, quality and timely submission of work plans, monitoring and evaluation plans, and technical and administrative reports.
- Ensure quality control, the appropriateness and overall responsiveness of all work provided under the contract, whether by long- or short-term advisors or others.
- Ensure compliance with USAID, GoI, and MSI standards of quality and regulations in all project activities.
Qualifications:
- Minimum of five years at the Project Director level and/or a demonstrated track record of progressively responsible managerial experience implementing complex donor-funded projects with multiple activities; USAID experience strongly preferred.
- Master’s degree in public health, health administration, health science or a related health subject matter.
- Ability to recruit and supervise Indonesian and expatriate experts; experience sourcing and fielding large quantities of short and long-term experts strongly preferred.
- Extensive international and national professional networks.
- Technical knowledge in one or more of the following areas preferred: maternal and neonatal health; child health; nutrition; epidemiology; evaluation; health information, monitoring and disease surveillance systems; research methodologies; biostatistics; reproductive health; HIV/AIDS; tuberculosis; influenza; emerging pandemic threats; neglected tropical diseases; writing and editing; financial and organizational management; curriculum development; gender; social science research, information technology.
- Experience in Indonesia or countries with similar development challenges strongly preferred.
- Must be willing and able to travel throughout Indonesia.
- Strong writing and oral presentation skills; Bahasa Indonesian language ability is a plus.
