Chemonics International Inc., a leading international consulting firm, seeks to fill the
following long-term, full-time positions for a project funded by the U.S.
Agency for International Development (USAID), Indonesia Changes for Justice
(C4J). The primary objective of the C4J project is to improve the
performance of Indonesia’s justice system, a prerequisite for good governance
and sustained economic growth, through cooperation with the Supreme Court and
Attorney General’s Office (AGO) of the Republic of Indonesia.
Research and Training Specialist
Job Responsibilities
The
Research and
Training Specialist is
responsible for assisting the C4J Judicial Training
Expert
and the Prosecutorial
Team
in designing, developing and
implementing trainings, implementing reforms
in the human resources
management system and career
development, as well as
assisting in providing support to the C4J Biodiversity Team in designing,
developing
and implementing training
programs for courts, prosecutors’ offices, and communities in compliance with
USAID
regulations and
the
contract signed by USAID and
Chemonics.
Under the direction of the Chief
of Party (COP), the Research and Training Specialist will contribute to the
annual work plan contract specifications and will be ready to undertake other
project duties as required.
The
Research and
Training Specialist will work closely with
the C4J Judicial Training Expert,
Biodiversity Team, and other staff tasked with
assisting with work in the Supreme
Court
and AGO. The Specialist will collect and
provide data to the Deputy Chief of Party (DCOP)
and the Monitoring and Evaluation
Specialist for reporting on relevant indicators.
Specific requirements
The
Research and
Training Specialist will provide
assistance to
the C4J Judicial
Training Expert and
the Biodiversity Team. Specific expectations
include:
- Building effective working relationships with leaders and counterparts in the Supreme Court and AGO, focusing on their training agencies, C4J staff and consultants, professionals from other projects, and others participating in the design, development, testing, and implementation of reforms to combat threats to biodiversity.
- Using both quantitative and qualitative information to think analytically and systematically, and reflect that thinking in written documents and training materials. He/she will do basic research and analysis on issues relating to the environment, public information services, and a variety of other technical fields relating to the C4J Project’s activities. The Specialist is expected to become familiar with the technical terminology involved in each subject matter field as required.
- Contributing to all technical aspects of the C4J project’s work with the Supreme Court and AGO. Technical aspects of C4J’s work with the Supreme Court include case management, implementation of automation, human resources, budgeting and financial management, legal aid, public information services, and extensive trainings. The project’s work with the AGO includes, but is not limited to, development and implementation of prosecutorial training programs, research and writing, implementation of automation, human resources, and public information services.
- Contributing to the project’s quarterly reports, annual workplans, and other project reports and deliverables as required.
- Carrying out other duties as assigned by C4J COP, which may include assisting with activities relating to Supreme Court and AGO reform.
The Research and
Training Specialist will report
directly to the Judicial Training Expert and work collaboratively on a daily basis with
the Biodiversity Team as directed.
Qualifications
A university degree in
law is preferred. Indonesian
citizenship is required. A minimum of five years work experience is
preferred, particularly relating to development and implementation of training
and environmental programs. Prior experience with technical assistance projects and
work with donor-funded projects is preferred. Written and verbal fluency in English
and Bahasa Indonesia is preferred. Strong interpersonal and communication
skills are required. Demonstrated skill with software packages such as
Word, Excel and PowerPoint is required.
