IUWASH
(Indonesia Urban Water Sanitation and Hygiene) is a 5-year program to develop
the water, sanitation and hygiene sector for Indonesian urban, funded by the
U.S. Agency for International Development (USAID). IUWASH seeks to help the
Government of Indonesia in order to achieve the Millennium Development Goals
through the expansion of access to clean water and safe sanitation services.
Expanding access to water and sanitation services to the urban poor in
Indonesia, especially those currently having very limited access to both
services is the main goal IUWASH.
To
achieve the goal, IUWASH is working with various communities, local
governments, civil society organizations, and service providers. IUWASH
commitment is focused on increasing demand for clean water services and
sanitation, as well as increased service capacity, particularly from the
government, to be able to provide and able to control the quality of the
services. IUWASH supports the achievement of national strategy for those
sectors so that local governments and their PDAMs can provide water and
sanitation services in an efficient and high quality manner. Improving access
to water and sanitation requires a variety of different initiatives of which
are mutually reinforcing to one another.
The
expected results are: (a) Two million people living in urban areas will have
access to safe drinking water services, (b) 200.000 people living in urban
areas can gain access to improved sanitation services, and (c) the cost per
unit to obtain water by the low income groups can be decreased by at least 20%,
and (d) 50.000 persons will get trained in relation to skills related to
sanitation and clean water services. To achieve the above objectives, IUWASH
organizes a number of technical assistance programs divided into three main
components, namely:
• Increase of demand
• Increase of service capacity, and
• Availability of supporting environment
(policy, good governance, political commitment and funding alternatives).
In
addition, IUWASH also supports achievement of the national strategy in the field of infrastructure development
and water and sanitation facilities, in which Indonesian government
has made various efforts to develop the
infrastructure for the sectors.
Developing
Sustainable Change of Local Community Behavior
This Terms of Reference
is more focused in the field of
sanitation, especially in support of other sanitation-related government
programs such as the Urban
Sanitation Rural Infrastructure
(USRI), SLBM and
Community-based Sanitation (SANIMAS)
which have been implemented
in some provinces,
especially in the efforts to increase and improve public access to proper sanitation facilities by utilizing the mechanism of
sustainable behavioral change. In this case, IUWASH contribution will support
and develop sustainability in those existing government programs.
