IRD Vacancy: Capacity Building Advisers - Southeast Asia Programs, Jakarta

IRD is pursuing a multi-year opportunity in Disaster Risk Management in Southeast Asia. We are seeking expressions of interest (CVs) for Capacity Building Advisers for national and district positions.
The core focus of the program is on reducing deaths and injury from natural disasters by strengthening community self-reliance and the host government’s capacity to respond to disasters. 
Mandatory Competencies and Experience:
·       Bachelor’s degree in a related field.
·       Donor experience with DFID, AusAID, USAID or EU.
·       Demonstrated good knowledge and understanding on disaster management policies, climate change   
        adaptation strategies and programs.
·       Familiarity with the government operational, budgeting, and other process.
·       Demonstrated experience in building the capacity of government and non-government partners to
        influence change.
·       Ability to transfer skills to regional and national staff.
·       Demonstrated flexibility, adaptability and responsiveness to perform under pressure.
·       Strong planning, community mobilisation and inter-cultural communication skills.
·       Experience with donor M&E systems and reporting requirements.
·       3+ years of relevant experience in community-based DRM and CCA.
Preferred Competencies and Experience:
·       Previous regional experience.
·       5+ years of relevant experience.
