The USAID project Prioritazing Reform, Innovation and Opportunities for Reaching Indonesia’s Teachers, Administrators, and Students (PRIORITAS) will focus on capacity building and quality
improvements for teacher training
institutions (TTI) and for non-academic, pre-service teacher
training providers. PRIORITAS will build the capacity of schools and MoEC, MORA national, provincial and district
offices together with pre- and
in-service teacher training organizations to coordinate, plan and train.

National M/E & Performance
Evaluation Specialist
This position to be based in Jakarta
The National M/E & Performance Evaluation
Specialist's responsibilities may include:
- Work as a member of the national project team to support the objectives of USAID PRIORITAS in a responsive manner, taking leadership especially in the areas of M&E and EMIS;
- Assist in the coordination of M&E related activities at national level by designing and testing evaluation instruments, recruiting and training data collector/enumerator, designing and completing data collection process, including analyzing and reporting the result.
- Work with the provincial specialists to ensure that M&E data are available, in an accurate and timely manner, in accordance with the schedule
- Take responsibility for maintaining and filing the M&E data at national level.
- Support the M&E Director to conduct analysis, maintain the PDMS and Trainet systems and prepare reports based on this.
- Work within the team to design and implement research and/or studies to assess project impact.
- Work within the Governance & Management team to develop, pilot, refine and update software applications to meet emerging needs for data analysis to support information-based planning in areas such as teacher distribution and teacher training needs analysis.
- Work collaboratively with national level counterparts (e.g. from, Pusbangprodik, BPSDMP-PMP, the Directorate General of Basic Education and the National BOS Management Team) to develop the capacity to use and update EMIS tools;
- Assist in the design and delivery of training to national and provincial specialists (i) in the use of EMIS tools, and (ii) to develop the capacity of service provider institutions, including TTI and LPMP, to train local government counterparts in the use of the tools, particularly at province, district and school level;
- Help identify opportunities for national level policy input, analyzing data outputs from the above tools;
- Respond to other requests for EMIS, M&E and data related support, inputs and products as required.
Qualifications:
- At least five years of professional experience and demonstrated knowledge of theory and practice relating to M&E and/or EMIS
- A good knowledge of the education sector and familiarity with Indonesian education planning, policies, and protocols.
- Strong ability to use data analysis applications, especially Excell, but also including Access and SPSS as required.
- Minimum S1 degree, preferably in computer programming and/or data management.
- Excellent communication and inter-personal skills. Ability to work well within a team and to work effectively with government and non-government education stakeholders in the field.
- Excellent writing skills in Bahasa Indonesia. Preferably ability to read and write reports in English.
