Background
UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.”
In order to accelerate the human development process in Papua, the Government of Indonesia granted a special autonomy status to the provinces (OTSUS). Its full implementation has been delayed due to limited civil society participation and lack of capacity and coordination between national provincial and district level institutions, which has lead to the absence of an inclusive framework for developing sustainable economy.
Since 2006 the People-Centred Development Programme (PCDP) has been supporting local government institutions, civil society organizations and communities in the Papua Region in their efforts to improve human development and to achieve the Millennium Development Goals (MDGs).
In the second phase, the PCDP is established primarily to support
the government at provincial and district level to achieve The Millennium
Development Goals.
Building a territory-based economic development institution
or Local Economic Development Agencies (LEDA) in both provinces is expected to
improve the economic welfare of communities. The goal is to institutionalize
sustainable livelihood development for Papuan communities, generate income of
Papuans, particularly in rural contexts, and to create value added of any
potential business or agriculture commodities produced in the pilot areas.
UNDP Indonesia wishes to continue its support in Papua
region and plan to develop an initiative to follow-up programme beyond 2014
that gives emphasis on local governance-enabling environment and local economic
development. If PCDP can achieve good results by 2014 in terms of LEDA and/or
micro-finance for Papuan indigenous people, there is opportunity to expand the
model to utilize the provincial/local government funds (in form of special
autonomous funds).
Under the supervision and reporting to the National Project
Manager, the Local Economic Development (LED) Specialist supports the
development and management of the UNDP - PCDP portfolio with focus on the
deliverance of output 3 within a framework for sustainable livelihood
development in the Papua region. The main role of LED Specialist is to provide
technical guidance to National Project Manager and other relevant stakeholders
in provinces and pilot districts, forge new partnerships with development
partners and private sector to strengthen the PCDP, while also managing the
PCDP including project assurance, providing technical assistance and overall
monitoring and other relevant operational issues.
The LED Specialist supervises LED Officers in Papua and West Papua Province as well as LED Associate in Papua Province.
He/she will also work closely with programme and operations in the CO, as well
as experts, government officials, multi-lateral and bi-lateral donors and civil
society to successfully implement the UNDP programme.
Duties and Responsibilities:
- Provides top quality inputs in the area of Local Economic Development to project planning and budgeting
- Ensures provision and implementation of high quality policy advice services to local governments in Papua and West Papua as well as civil society to establish basic systems and processes for sustainable livelihood development in the Papua region
- Ensures the direction of the project towards its outputs, targets and indicators
- Leads the establishment of project partnership with government counterparts, private sectors, CSOs/NGOs and other development partners and support to implementing partners in conducting participatory and multi-stakeholder reviews for greater impact and sustainability of projects
- Lead the implementation of knowledge building and knowledge sharing strategy of the project
Required Skills and
Experience
- Master or Bachelor degree in International Relations, Political Science, Economics, Statistic or other relevant fields of study
- Minimum with 7 years of relevant experience for candidate with Bachelor Degree or 3 years of relevant experience for candidate with Master Degree in: Project management; design, monitoring and evaluation of development projects; Networking and establishing close-coordination with the national and provincial government, private sector, CSO, university, development partners for local economic development efforts will be highly desirable; Managing local economic development capacity building project at field level
- Fluency in written and spoken English is an absolute necessity;
- Fluency in written and spoken Bahasa Indonesia is required.
- Knowledge of social development programmes and experiences in local economic development projects and programmes highly desirable
- Strong knowledge on Papua development context, especially in the area of local economic development, MDGs and Human Development
- Familiar with Government and UNDP/UN procedures
- Experience in working for/in Papua development projects is highly desirable
- Ability to write high quality reportsExperience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web based management systems will be advantage
