The Republic of Indonesia and the United States of America, acting through the
Millennium Challenge Corporation (MCC) entered into a Millennium Challenge
Compact on November 19, 2011. The Millennium Challenge Account-Indonesia
(MCA-Indonesia, http://www.mca-indonesia.go.id/) is a Trustee Institution established by the Government of
Indonesia to act as its designee in supervising and managing the implementation
of the five-year US$ 600 million MCC Compact Program in Indonesia. The
MCA-Indonesia has been fully operational since April 2013.
MCA-Indonesia is looking for a qualified Manager, Participatory Land Use Planning.
The PLUP Manager will be supporting the Associate Director (AD) PLUP in the
implementation and achievement of the objectives of the Participatory Land Use
Planning (PLUP) Activity.

Responsibilities:
- Assists the AD in providing land use planning and land resources management guidance in all technical and operational aspects of the PLUP Activity of the Green Prosperity (GP) Project.
- Contributes to the completion of technical, legal, institutional, financial and operational analysis as needed to determine the final scope of PLUP activities.
- Prepare the Terms of Reference and the estimated budget needed to contract the PLUP implementation consultant and other relevant consultants that may be necessary to support successful implementation of the PLUP Activity.
- Supports the AD in managing all (independent) consultants contracted to implement the PLUP Activity and working in close collaboration with the Program Management Consultant (PMC) to ensure successful performance of these consultants.
- Supports MCA-I in the communication and interaction with local governments, NGOs and national stakeholders on policy and regulatory issues and practices related to the implementation of the PLUP Activity, including building awareness of the PLUP concept and explaining and advocating for participatory approaches to village boundary setting and natural and cultural resource mapping, better land use allocation and planning decisions, more transparent and efficient licensing of natural resources and the importance of integrating socio-economic and ecosystem needs into spatial planning decision-making.
- Works with the Monitoring and Evaluation Team to help monitor and periodically update the economic logic, key assumptions, and performance indicators associated with the PLUP Activity.
- Reports progress and outcomes of the PLUP Activity to the AD PLUP, drawing on PMC reporting tools and resources as necessary.
- Performs other tasks as may be identified during the course of Compact Program.
Requirement:
Education, experience and technical competencies:
- Graduate degree (Master) or combined relevant education and experience in natural or social science with emphasis in land use and spatial planning, environmental management, or similar discipline.
- Minimum of seven (7) years of professional experience related to land use planning and land use change and/or natural resource-based sustainable development in Indonesia.
- Have experience working on the implementation of the technical and operational aspects (planning, budgeting, monitoring and reporting) of similar projects/programs funded by international donors/organizations in various regions in Indonesia or similar countries.
- Knowledge of Indonesian land-use planning laws and regulations, particularly those related to spatial planning act, Regional Spatial Plans (RTRW), forest zone and non-forest zone (APL), land use conversion, natural resource management, and other related regulations.
- Familiarity with related Indonesian land resource, land administration and land tenure issues including institutional structures, administrative village boundary setting, community mapping, resolution of land disputes and land use licensing.
- Have understanding of participatory and community developed approaches and public consultation process, environmental and social impact assessments of land use change and other experiences of similar nature.
- Familiarity with related international experiences and best practices in land use planning and policies, participatory approaches for land use planning and other related aspects.
- Ability to interact constructively and strategically with technical experts, government officials, NGOs, civil society and leaders and members of rural communities.
- Excellent Information Technology (IT) skills.
- Excellent spoken and written English and Bahasa Indonesia.
