TERMS OF REFERENCE
Assistant to ICT Advisor – Training and SOP Officer
for the
Australia-Indonesia Facility for Disaster Reduction
1. Background
AIFDR
The Australia-Indonesia Facility for Disaster
Reduction (AIFDR) represents Australia’s largest bilateral commitment to
reducing the impact of disasters and is a key part of Australia’s development
program in Indonesia. The AIFDR works in close partnership with the Indonesian
Disaster Management Agency, BNPB, and focuses on enhancing Indonesia’s capacity
to identify, mitigate and respond to risks from natural disasters. One of the
existing commitments is Capacity Development Support Programme (CDSP).

Badan Nasional
Penanggulangan Bencana or the Indonesian Disaster Management Agency was
inaugurated by Presidential Decree in 2008 and established as a key national
disaster management agency responsible for coordinating and conducting
pre-disaster, response, and posting in accordance with the National Disaster
Management Law No. 24 Year 2007.
ICT Master-Plan
BNPB is currently operating from three
separate main buildings. In a few years, all the personnel, asset, and
operations will merge into one building. To assist effectiveness and efficiency
in coordination, disaster preparedness, emergency response, and other programs,
a long-term business roadmap and comprehensive technical blueprint is needed to
secure the ICT foundation.
2. Objective
To assist ICT
Advisor in research and development of training syllabus, draft SOP’s, and
quality control of every output within ICT Master-Plan
3. Duties and Responsibilities
Work together
with team to identify trainings, SOP’s, and contingency needs
Liaise with
clients and multi-stakeholders to identify and compile user needs
Develop training
syllabus, SOP’s, and contingency plans based on user capacity
Develop training
delivery strategies and budget plans
Assist the team
by creating a pleasant working environment for everyone
4. Reporting
The assistant
will deliver monthly report to the ICT Advisor. The reports will follow
specified templates and will undergo auditing process every three months, which
will determine continuation of the applicant into the next quarter.
5. Remuneration and Scope of work
Remuneration
Monthly
contract/service fee of Rp. 12.000.000,- inclusive withholding tax art. 21
Length of duty
Starts as soon
as possible and finishes on June 30th, 2014

Working desk, shared
internet, shared printer
Confidentiality
Maintain
confidentiality of information and specifics regarding concepts, content, and
other matters indirectly related to the Master-Plan that is being drafted.
6. Criteria
Mandatory skills
Develop training
programmes, syllabus, SOP’s, and emergency drills
Develop
contingency plans and budget for cost-effective training
Experience in
conducting workshops and skills evaluations
Familiarity with
various challenges in disaster response and capacity development
Compiling and
summarizing reports in Indonesian and English
General qualification
Bachelor in
education, sports, law, social, political studies, or similar
At least five
years experience in sports or martial-art within the last ten years
Comfortable
using Microsoft Word, Excel, Powerpoint, Email, video-conference, internet
Minimum 3 years
of experience as lecturer in university or professional sports instructor
Ability to work
under pressure and maintain sense of humor
Desired qualification
Knowledge and
experience in emergency preparedness, response, or security
Working
experience in monitoring, evaluation, or quality control
