TERMS OF REFERENCE
Assistant to ICT Advisor – Communications Officer for
the
Australia-Indonesia Facility for Disaster Reduction
1. Background
AIFDR
The Australia-Indonesia Facility for Disaster
Reduction (AIFDR) represents Australia’s largest bilateral commitment to
reducing the impact of disasters and is a key part of Australia’s development
program in Indonesia. The AIFDR works in close partnership with the Indonesian
Disaster Management Agency, BNPB, and focuses on enhancing Indonesia’s capacity
to identify, mitigate and respond to risks from natural disasters. One of the
existing commitments is Capacity Development Support Programme (CDSP).

Badan Nasional
Penanggulangan Bencana or the Indonesian Disaster Management Agency was
inaugurated by Presidential Decree in 2008 and established as a key national
disaster management agency responsible for coordinating and conducting
pre-disaster, response, and posting in accordance with the National Disaster
Management Law No. 24 Year 2007.
ICT Master-Plan
BNPB is currently operating from three
separate main buildings. In a few years, all the personnel, asset, and
operations will merge into one building. To assist effectiveness and efficiency
in coordination, disaster preparedness, emergency response, and other programs,
a long-term business roadmap and comprehensive technical blueprint is needed to
secure the ICT foundation.
2. Objective
To assist ICT
Advisor in compiling, layouting, drafting, and developing a comprehensive action
plan document detailing system specifications and resource management
information from the team
3. Duties and Responsibilities
Assist ICT
Advisor in overall program planning, budgeting, activities, liaison, and management
of teams Manage
schedules, meetings, presentations, correspondences, and translations in
English Develop
publication concepts, initial designs, and communication strategies Communicate
publication concepts and designs to graphic design team Assist the team
by creating a pleasant working environment for everyone
4. Reporting
The assistant
will deliver monthly report to the ICT Advisor. The reports will follow
specified templates and will undergo auditing process every three months, which
will determine continuation of the applicant into the next quarter.
5. Remuneration and Scope of work
Remuneration
Monthly
contract/service fee of Rp. 8.000.000,- inclusive Withholding tax art. 21
Length of duty
Starts as soon
as possible and finishes on June 30th, 2014
Facility
Working desk,
shared internet, shared printer
Confidentiality
Maintain
confidentiality of information and specifics regarding concepts, content, and
other matters indirectly related to the Master-Plan that is being drafted
6. Criteria
Mandatory skills
Communicating
technical ideas, concepts, designs, and constraints to multi-stakeholders
Programme
planning, budgeting, and workshop management In-depth
knowledge and passion in disaster management or security Familiarity with
various science and technological solutions in disaster, police, or military Compiling and
summarizing reports in Indonesian and English
General qualification
Fluent English
Touch-typist
Bachelor in business,
administration, law, cultural, social, or political studies
Comfortable
using Microsoft Word, Excel, Powerpoint, Email, video-conference, internet
Minimum 3 years
of experience in communication-related field
Ability to
multi-task, set work priorities, work under pressure, and maintain sense of
humor
Desired qualification
Working
experience within embassy, consulate, UN, or non-profit organizations
Multilingual
