Background
Indonesia faces an extreme quantity and severity of
hazards and disasters including earthquakes, tsunamis, volcanoes, landslides,
flooding, droughts, and storm surges. Climate change is exacerbating many of
these hazards and causing new ones such as sea level rise.
The effects of these
hazards take a great toll on communities, the economy, and the environment.
However, cost effective opportunities exist for strengthening resiliency such
as disaster preparedness planning and mitigation measures. With its sound
Disaster Management Law, existing National Adaptation Programme of Action –
Climate Change, and a robust culture of civil society, Indonesia is in a strong position
to develop innovative solutions to the intersecting problems caused by
disasters and the increasingly urban and peri-urban landscape where thousands
of people work in factories.
The critical need is to link the political will at
the national level, with institutional capacity among provincial and district
governments, civil society organizations, and the private sector. While at the
same time, resiliency activities must utilise local knowledge and
organisational potential of vulnerable urban and peri-urban communities
themselves.
There are some
steps to meet the goal: develop community based disaster preparedness team
(DPT), conduct vulnerability and capacity assessment (VCA) and risk mapping and
produce local resilience action (LRAP) plan.
DRR facilitators need to work with the
community to develop DPT through several community meetings, recognize and
select potential team members, establish DPT and train selected team members
about DRR related subjects.
Purpose
Involve in DPT development, facilitate DRR meetings with
community groups and facilitate DRR training for DPT members in the target
communities.
Scope of
work
- Lead general meeting with community in target areas and give very basic information regarding disaster and DRR.
- Facilitate approximately 35 meetings with specific community group and share in depth information about DRR and community group functions before disaster.
- Actively involve in selecting DPT members.
- Lead workshops to explain action to be taken in details. Facilitate and train selected DPT members about DRR.
- Prepare presentation/training materials for each meetings/workshops/trainings
- Other tasks as assigned regarding DPT development.
Deliverables
- Good, attractive and understandable presentation materials for DRR meetings/workshops/trainings.
- Information regarding DRR is well delivered through meetings/workshops/trainings
- Established and well trained DPT member. Ensure DPT is ready to face upcoming disasters.
Qualifications
- University Degree.
- Previous experience working for NGO or International Organization, preferably in Disaster Risk Reduction (DRR) area.
- Previous experience working as a facilitator in DRR training/workshop.
- Preferably have experience in developing and facilitating Disaster Preparedness Team (DPT).
- Excellent ability in public speaking.
- Able to work beyond normal working hour.
- Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking, and punctual.

Duration
Fourth week November 2013 until second January 2014, with
possible extension.
