INDUSTRY VALUE CHAIN (IVC) CONSULTANT
I. PURPOSE OF
CONSULTANCY
Plan
Indonesia is implementing Youth Economic Empowerment (YEE) program, in collaboration with several implementing partners in Greater
Jakarta (Jabodetabek), Central
Java (Grobogan, Rembang, Greater Semarang), and East Java (Greater Surabaya). The aim of this program is to empower
youth (men and
women) from 15 to 24 years to have access to
decent work through Employment
(TVET) or Self-Employment (entrepreneurship/MED). When necessary,
the youth can also be provided with access to financial institutions.
Plan
Indonesia has conducted a Value Chain Study in Central Java (Grobogan and Rembang) and East Nusa Tenggara (Lembata). The Value Chain was conducted to identify potential
commodities/products/services for self-employment
in the intended areas and its relevance for youth. The value chain study
results, however, were very general and less applicable for project
implementation. Therefore, Plan Indonesia is planning to conduct a follow-on
study to identify industry value chain that can be developed in the
above-mentioned areas and suitable for youth self-employment.
II.
OBJECTIVES OF THE INDUSTRY VALUE
CHAIN STUDY
It is expected that the
Industry Value Chain (IVC) study will identify specific sectors / industries that can create
self-employment opportunities for disadvantaged youth.
To be specific, the objectives of the study are:
- To conduct Industry Value Chain mapping of automotive in Greater Jakarta, and to identify one or two other industries that are potential. The latter analysis should include potential buyers/suppliers who are interested to work with Plan Indonesia.
- To identify and analyze two or three industry in Greater Surabaya that is potential for youth self-employment. The analysis should include potential buyers/suppliers who are interested to work with Plan Indonesia.
- To identify and analyze two or three industry in Greater Semarang, including Rembang and Grobogan, that is potential for youth self-employment. The analysis should include potential buyers/suppliers who are interested to work with Plan Indonesia.
III. METHODOLOGY
The consultant is required to propose
a suitable study methodology as specified by this TOR. The proposal should include
the sampling techniques, sampling frame, data collection and analysis can be
applied in this study. Because Plan Indonesia is a child-centered organization,
methodology should be youth-friendly and participatory whenever possible.
During the study, the consultant is
expected to perform:
- Desk review on existing relevant documents with Plan Indonesia and team
- Briefing session with YEE Program Team and PME Team
- In-depth interviews with stakeholders that include, but not limited to, associations, potential buyer/market, marginalized youth, etc.
- Consultation with appropriate government agencies/officials
- Debriefing with YEE Program Team and PME team after field works
There are three phases in this study:
Phase
1. Preparation
- Review previous Plan Indonesia’s Value Chain Studies
- Fill the gaps of the previous value chain studies and recommend potential micro business for youth. Critical point should be considered are market demand and location.
At the end of
Phase 1, the Consultant will share recommendation for maximum top
three industry value chain in the above-mentioned areas. Based on the
recommendations, Plan Indonesia will choose the commodity(ies) to be mapped at
the second phase.
Phase
2. Planning
Based on the result of phase 1, The IVC Consultant will develop a work plan
and research tools
(interview guidelines, survey questionnaires) and other things required for the
IVC Study.
Phase
3. Research/Study Implementation
Phase
3 will focus on execution of the work plan outlined in Phase 2. The
collected information
should be able
to be used by the implementing partner or Plan Indonesia for MED
(enterpreneurship) development.
IV. SCOPE OF RESPONSIBILITIES
The
IVC Consultant will:
- Conduct Industry Value Chain mapping of automotive in Greater Jakarta in cooperation with ASBEKINDO (Association of Mechanic’s Shop in Indonesia).
- Conduct the mapping of employer within ASBEKINDO or other associations.
- Map the selected IVCs that is potential for youth self-employment. The analysis should include potential buyers/suppliers who are interested to work with Plan Indonesia.
- Recommend appropriate partners for MED implementation/ development.
- Recommend the next steps for Plan Indonesia for MED implementation / development.
V.
QUALIFICATIONS OF THE CONSULTANT
The IVC Consultant should have a proven
experience of similar Value Chain Assessment/Study, Familiarity with Indonesian youth situation is preferred. The IVC Consultant should possess a wide
Value Chain related network in Indonesia.
VI.
EXPECTED OUTPUTS/REPORTS
The Consultant will develop a comprehensive report for each
phase. The report will focus on solid, concrete
recommendations for
MED development for Plan
Indonesia.
The
final report will be prepared in dual languages, English and Bahasa Indonesia,
should be in Microsoft Word format.
Three
hard copies and three soft copies of the report will be provided to Plan
Indonesia.

VIII. PROCEDURE FOR EXPRESSION OF INTEREST
First Phase: Interested consultant should submit an Expression of Interest to Hery Nahampun – PME Department Plan
Indonesia at: HRD.Indonesia@plan-international.org on October 20th 2013, enclosing the following required documents:
- Organizational Profile (for institutional consultant) or a CV (for individual consultant).
- A proposal containing two parts:
- Technical Proposal comprising the description of proposed activities, methodology (sampling design, data collection technique), implementation plan which includes research schedule and timeline for data analysis. The technical proposal should demonstrate understanding of research ethic, qualification of research team members and their CVs, as well as their roles in the research. The consultant should also describe her/his experience in conducting similar research, and financial and technical capacity.
- Budget Proposal comprising details of budget plan such as consultant and team’s fees, transportation, stationeries and other research necessities.
Second Phase: Plan Indonesia will shortlist candidates and invite
them to present their proposals. Plan Indonesia will afterwards proceed with
selecting and appointing a consultant, and produce a working contract with the
selected consultant.
