Youth Education Campaign: “Say no to Money Politics!” in 2014 Elections”

The USAID-funded Management Systems International (MSI) / Strengthening Integrity and Accountability Program I (SIAP I) aims to contribute to good governance in Indonesia by strengthening integrity and accountability in government principally at the national level. It will do this by supporting governmental and non-governmental efforts to strengthen the effectiveness of accountability bodies; external monitoring; and mobilizing public support Currently, MSI SIAP1 is seeking grant applications for Youth Education Campaign: “Say no to Money Politics!” in 2014 Elections program.

RFA Background
During the three last elections, young voters have represented a significant and growing number of the voting population. In the 2004 election, young voters accounted for 18% of the voting population.  In 2009, young voters represented 21% of all voters, and it is estimated that even greater numbers of youth will participate in the upcoming 2014 elections.

RFA Objective
The main objective for this grant is to educate young voters on the damaging effects of “money politics” practices during the campaign process, and vote buying that often occurs on voting days. This grant aims to help create a youth movement that calls for better transparency, accountability and integrity in the upcoming elections in 2014 (legislative and presidential elections).  

RFA Scope of Work
Applicants are invited to submit technical proposals that have clever and  thoughtful strategies, creative aproaches with unique activities that are engaging for youth, and deliver the primary program objectives to take action. The Applicant’s program will include (but not limited to) the following main activities:
 
1. Campaign kits for youth leaders and/or activists
The Applicant must develop campaign kits that are to be distributed and used by youth leaders and/or activists to help educate the young voters.

2. Organizing and assisting young voters
The Applicant must provide assistance and guidance to youth leaders and youth organizations which may be energetic and eager to get the message out, but inexperienced on how to do it effectively.

3. Young voters campaign for change and action
The Applicant should help facilitate this dynamic youth movement by creating all the material that is needed for the campaign.

Organizations eligible to apply
Responsible, legally registered Indonesian non-profit, for-profit, and non-governmental organizations (NGOs) with experience implementing programs targeting the youth, voter education, campaigning for change, election monitoring and/or  community empowerment; including think tanks and research institutions.

SUBMISSION OF QUOTATIONS/PROPOSALS
(a) Grant applications must be completed in English and submitted via e-mail to procurement@msi-siap.com with a cc: to jfreer@msi-inc.com in Word, Excel, and/or PDF attachments. E-mail submissions must not exceed 5MB per e-mail, but multiple emails may be sent if necessary in order to not exceed the 5MB limit.

(b) Applications including cost calculations should be valid for a minimum of 120 days from the submission date.

(c) All applications should be submitted to MSI-SIAP I no later than November 08, 1013, 3:00 p.m. local Jakarta time.

(d) Any questions about this RFA must be submitted in writing to procurement@msi-siap.com  with cc: to jfreer@msi-inc.com by October 25, 2013, 3:00 p.m. local Jakarta time. Questions should reference the RFA number and title in the subject line.

APPLICANT CONFERENCE
Applicant Conference, October 22, 2013, 10:00am at the MSI office[1] to discuss any questions or concerns they may have regarding the application process, forms, and supporting documentation.  Please RSVP by emailing procurement@msi-siap.com no later than October 17, 2013, 3:00 p.m. local Jakarta time.  Limit two representatives per organization.  In the event that there is an overwhelming interest for attendance, the venue location will changed to a location near the office.
