Background / General description:
World Bank’s Indonesia program is one of its largest in the world with activities that include an active program of engagement with central economic ministries, community driven development, education and infrastructure. Lending is currently around US$2 billion a year distributed over a broad mix of program, sector and investment loans. In addition there are a large number of Trust Funds to support work in a range of sectors including education, investment, poverty and social protection. To support the Government policy agenda the mission also has a very large program of analytical and advisory activities (AAA) that is integrated into lending and technical assistance activities.
The World Bank is helping to strengthen national efforts to reduce poverty and vulnerability by supporting the Government of Indonesia in making informed and evidence-based policy and program decisions. Support is channeled through a multi-donor trust fund, the Partnership for Knowledge-based Poverty Reduction, in three ways: i) providing poverty analytics and building analytical capacity to inform poverty and social protection policies, programs and strategies; ii) supporting the government in the design, implementation and evaluation of key poverty and social protection programs; and, iii) improving the quality and accessibility of data required for poverty analysis and policymaking. This trust fund is used to provide technical assistance and policy advice, carry out analytical work, and provide grants to non-government think tanks and research institutions.
Under this program, the World Bank is helping the government to implement its vision for a national social security system covering all Indonesians. The system will include universal coverage for health, pension, old age savings, death benefits and work accident. As part of this effort, the Bank is helping the government to: i) design and price the new social security programs; ii) transform existing social insurance institutions into national social security administrators; iii) establish a strong system of governance, oversight, supervision and control; iv) establish robust contribution collection systems and issue unique identification numbers to all system members. The Bank is also working with the government to help it establish the capacity to manage program risks and finances to assure the programs remain solvent and are fiscally sustainable.
II. Job Description
The local Operations Officer will help lead the Social Protection team and work as a part of the integral part of the Human Development network located in the World Bank Office Jakarta. The staff member will also work closely with the Poverty Cluster, part of the Poverty Reduction and Economic Management (PREM) network in the World Bank Office Jakarta. The primary objectives of the local Operations Officer is to help lead SP research, analytical and TA tasks, prepare written materials and presentations, assist with overall project management, help formulate and implement the SP program in Indonesia, help lead the policy dialogue with the government of Indonesia, and interact with development partners and other Bank teams. The selected candidate will work closely in the Indonesian country office with Mitchell Wiener, Senior Operations Officer and the SP practice leader, and Cristobal Ridao-Cano, the Country Sector Coordinator for the Human Development practice. The position will report to Jehan Arulpragrasam, Sector Manager for Social Protection for the EAP Region.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.
Duties and Accountabilities:
The consultant will work closely with the social protection practice team leader and others on all aspects of the Bank’s social protection program, focusing on:
• Assisting the government with the implementation of the national social security system (SJSN) and social security administrative bodies (BPJS) under Law No. 40/2004 and Law No. 24/2011
• Assisting the project team leader and other team members with overall project management and management of the child trust fund under the multi-donor trust fund for Knowledge Based Poverty Reduction
• Assist with research projects and the preparation of reports, Policy Notes, Power Point presentations and other written materials
• Working with Bappenas, the National Social Security Council (DJSN), the Ministry of Manpower and Transmigration, the Ministry of Finance, PT Jamsostek and development partners on the implementation of the SJSN employment programs
In performing these functions, the local Operations Officer will work closely with the health and education practice in the Human Development Network, the Poverty and Public Financial Management units of PREM, the Bank’s gender and anti-corruption specialists and other teams within the Bank to assure proper coordination and support for the Bank’s activities in supporting the government’s social protection objectives.
The primary responsibilities of the local Operations Officer are to:
• Work closely with the project team leader and other team members to assist with overall project management
• Support the overall coordination of the World Bank social protection programs in Indonesia by participating in the development and review of the Country Partnership Strategy, the SP Engagement Strategy and Project Concept Notes for the Bank’s SP engagement with the government
• Coordinate closely with the other teams in the World Bank to identify potential linkages between the programs, share ideas/best practices for enhancing our support to the GoI, ensure that the implementation support provided to the GOI is of outstanding quality and that systemic issues can be detected and addressed as needed
• Work with AusAid and the poverty team to assist with overall management of the child trust fund for social security reform under the multi-donor trust fund for Knowledge Based Poverty Reduction.
• Contribute in preparing advisory work in social protection, and provide inputs to cross-sectoral studies, government strategies, etc.
• Assist the practice with research projects and the development of analytical reports and presentations for the Bank and the government
• Work with government counterparts and development partners on the implementation of the SJSN employment programs, limited aspects of the SJSN health program and the reform of the civil service pension programs.
This selected candidate’s priorities and outputs will change to fit counterpart demands and priorities. Output will generally consist of just-in-time memoranda, reports, Policy Notes, Power Point presentations, analysis of international experience, comments on government-produced documents and assistance with preparation of internal documents related to the strategy for the development and growth of the SP practice in Indonesia and management of the child trust fund.
Selection Criteria:
This position will be a local hire. It requires an individual with maturity and judgment and the ability to work well with teams within the Bank and with senior government officials. Key requirements for this position include:
• A master’s degree or equivalent in a relevant discipline (economics, public policy, social policy, human development, etc.)
• Minimum of ten years of relevant work experience and previous experience with the government, or donor/multi-lateral development agency projects related to social protection
• Understands and utilizes the basic concepts of project management, as they relate to the implementation of a project
• Familiar with Bank Instruments, Policies, Procedures and Systems (including safeguards, FM and procurement)
• Takes personal responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or overall success.
• Understands policy making process; distills operationally relevant recommendations/lessons for clients.
• Identifies and assesses policy issues and plays an active role in the dialogue with the government and/or other stakeholders
• Understanding of development, political, social and cultural issues in Indonesia
• Demonstrates strong operational and analytical skills. Has experience working with economic and institutional issues related to human development. Has the ability to contribute to the evaluation, design, and/or implementation of social protection programs.
• Excellent interpersonal skills. Demonstrated ability in managing relationships with senior Indonesian government officials, local organizations and donor agencies
• Excellent English writing and speaking ability
