II. Organizational Context and Scope
Under direct supervision of the Chief of Mission and in close coordination with the related unit, the incumbent will be accountable and responsible for monitoring security and safety matters, oversee IOM’s security Policy, assist to develop appropriate security strategies in-line with the Organization’s mandate and make appropriate recommendations to ensure the safety, security of all IOM personnel and the protection of IOM assets.
III. Responsibilities and Accountabilities
1. Assists Mission in collecting, updating and communicating information regarding the security situation in the country;
2. Brief the Senior Management on regular basis about security related matters and ensure all relevant security information is disseminated to appropriate IOM missions/staff members;
3. Assists in maintaining the Security Plan, including updating staff lists;
4. Supports the assessment of Minimum Operational Security Standards (MOSS) for the duty station;
5. Assists in reporting security incidents affecting IOM staff, offices and assets;
6. Organizes and delivers training courses on security awareness and preparedness;
7. Assists in ensuring residential (Minimum Operating Residential Security Standards – MORSS) and office safety, and security preparedness;
8. Assists in collecting, updating and communicating information regarding the security situation in the country:
9. Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
10. Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information;
11. Communicates information on security to the Mission and provides host country security advice as required;
12. Maintains regular contacts with IOM’s Staff Security Unit, Security Focal Points as well as UN agencies and when required seek their assistance/support and guidance on safety/security matters.
13. May be requested to provide technical assistance.
14. Assists in maintaining the Security Plan, including updating staff lists:
15. Helps in the preparation and review of the Mission Security Plan;
16. Supports actions during the implementation of the Security Plan, as required.
17. Assists in monitoring compliance with Minimum Operational Security Standards (MOSS) established for the duty station.
18. Assists in reporting security incidents affecting IOM staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments and a Quarterly Incident Report.
19. Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned staff members. Conducts security briefings, as required.
20. Provides general administrative assistance to the mission:
* Maintains routine and confidential correspondence files/documents;
* Maintains a database on contact details in relation to host country security authorities;
21. Performs other security-related tasks assigned:
* Conducts security evaluations and provides advice on security measures for the residences (Minimum Operating Residential Security Standards - MORSS) of IOM staff, as well as on latest trends and threats to staff safety and security;
* Participates in the warden system and keeps update of information related to IOM offices and residences;
* Maintains liaison with commercial companies used for IOM security at offices and residences, in order to ensure the effective and efficient use of the guard force.
22. Perform any other duties as may be assigned.

V. Education and Experience
a) Indonesian National with good knowledge of, and experience in security or related areas
b) University Degree or tertiary level qualifications in security or related areas
c) At least 6 (six) years of working experience in security, preferably in the military or police context or related field of work;
d) Prior experience with the UN system or an international NGO is desirable.
e) Other Skills and Requirements:
* Knowledge of HF and VHF radio operation;
* Experience in diplomatic security, protection and intelligence considered an asset;
* Solid computers skills;
* Possession of a valid driver’s license;
* Ability to travel;
* Physically fit

Fluency in English and Bahasa Indonesia, both oral and written.
