Objective:
The
Monitoringand Evaluation Specialist
will support a USAID democracy and governance activity in Indonesia. The
project aims to contribute to good governance in Indonesia by strengthening
integrity and accountability in government, and improving the delivery of
public services by local governments in the areas of health, education, and
enabling environments for business. The Monitoring and Evaluation Specialist will
work on the main Kinerja project, operating in four provinces in Indonesia.
Accountability:
Report directly to the M&E Team Leader on all technical
and managerial issues.
Responsibilities
of the Monitoring and Evaluation Specialist:
·         Contribute
to the design and implementation of the KINERJA Performance Management Plan
(PMP), including:
-   suggesting
revisions and refinements to indicator definitions and Means of Verification,
as needed
-   creating
or modifying indicator reference sheets for new or refined KINERJA performance indicators
-   act
as point of contact for Kinerja technical staff on questions related to PMP,
indicator definitions, achievements, etc.
·         Collect
and manage all KINERJA-related performance data, including the following:
-   reviewing
the online reporting system for achievements
-   verifying
achievements with Kinerja partners and staff on a monthly basis
-   collecting
evidence of reported achievements (email, mail, in-person)
-   code
verified evidence according to Kinerja/SI M&E system policies and
procedures
-   ensure
data quality
·         Analyze
and summarize performance monitoring data for inclusion in regular updates and
reports to Kinerja partners, Kinerja staff, and USAID
·         Maintain
the main KINERJA indicator database and filing system, including:
-   entering
and managing the collected data into the Kinerja M&E database
-   updating
the collected data content when new data is available
-   managing
the KINERJA M&E related data/information in the shared drive
·         Maintain
main KINERJA web-based M&E system, including:
-   track
system problems experienced by partners in the field
-   recommend
system improvements to the Kinerja web developer for the M&E system
-   store
service providers’ approved periodic reporting forms
·         Provide
training to Kinerja partners on the basics of M&E, the online reporting
system, the Kinerja monitoring system, and the Kinerja indicators
·         Present
monitoring data on a monthly basis to Kinerja technical staff, as required.
·         Provide
support to Impact Evaluation specialists and the Team Leader during the
collection and analysis of endline data
·         Coordinate
with the K2 + K1 M&E Specialist, responsible for one component of K1
activities
·         Undertake
field travel in support of main Kinerja M&E, as necessary. Anticipated up
to 30% travel.

Qualifications:
·         Minimum
5 years of experience in monitoring and evaluation of donor-funded democracy
and governance improvement projects in Asia
·         Experience
developing or applying indicators of complex political, economic, and/or health
·         Experience
in data collection and data quality assurance
·         University-level
degree in related field such as statistics, quantitative methods, economics, political
science, or public health preferred;
·         Strong team working and client relationship skills
·         Demonstrated ability to write clear and concise technical
documents
·         Demonstrated
familiarity with research methods
·         Demonstrated
familiarity with Microsoft Office (Word, Excel, Powerpoint); previous
experience with statistical software (SPSS, STATA, or similar) preferred
·         Knowledge
in Public Service Delivery is an advantage
·         Fluency
in English and Bahasa Indonesian highly desirable
