Save the Children International Vacancy: Eastern NTT Manager, Atambua-Belu

Save the Children is an international non-profit organization that focuses on the fulfillment of children’s right. Save the Children was first established in May 1919 in the U.K. and to date has 28 Save the Children Offices and operations in more than 120 countries worldwide. 1n 1976, Save the Children signed an MoU with the Ministry of Social Affairs of the Republic of Indonesia, followed then by the operations of Save the Children throughout Indonesia. Currently, Save the Children work in 11 provinces with a variety of program areas, such as: Education, Health and Sanitation, Livelihood, Child Protection also Disaster Risk Reduction.

Save the Children is committed in conducting its programs in a way that is safe for children beneficiaries and to help protect children with whom Save the Children in a relationship. As a humanitarian organization, Save the Children is obliged to create and maintain an environment to prevent any sexual exploitation and sexual abuse of children as well as to promote the implementation of child safety policies.

Save the Children currently implementing Better Literacy for Academic Result (BELAJAR) [1]. And Save & Positive Education for Children in Indonesia with Active Learning [2]. The project results is aims to improve early and primary education among pre-school and primary students in Belu and Malaka, NTT in Indonesia. Save the Children will implement BELAJAR AND SPECIAL 4 with communities, educators, and the District Government.  It will complement ongoing Save the Children health and nutrition, and humanitarian responses projects, build evidence, and leverage Government of Indonesia contributions.

BELAJAR is a three-year project (8 April 2013 to 7 April 2016) funded by New Zealand Government’s Aid Programme.
SPECIAL 4 is one-year project (1 September 2013 to 31 August 2014) funded by BVLGARI.

The positions we are looking for is:

Eastern NTT Manager (code: ENTTM-BELAJAR), 1 position, based in Atambua-Belu


The Manager for Eastern NTT will lead all activities of the BELAJAR and SPECIAL 4 project in Malaka and Belu District, Nusa Tenggara Timor (NTT) province.  This will include ensuring all program activities are implemented according to plan and at a high-level of quality; all reporting and planning is completed; all communications are completed in a timely and accurate manner; coordination with key external stakeholders; all child safeguarding controls are enforced; and financial and administrative management adheres to Save the Children New Zealand Government and BVLGARI policies, regulations, and good practices.  S/he will also actively participate on the Extended Senior Management Team (ESMT) and systematically share knowledge from the BELAJAR AND SPECIAL 4 project within Save the Children in Indonesia.  Also host donor visits and communicate with Save the Children New Zealand as necessary.

Reports to: Senior Manager Program Implementation
Staff directly reporting to this post: Approximately 5, full organizational chart to be determined.
Dimensions: Save the Children is implementing several early and basic education program and Literacy Boost for ECCE and primary schools in Belu and Malaka district in NTT. The project is to Improved pre-literacy attainment and school readiness of 4-6 year old students in Belu, NTT over the next three years. The projects are funded by NZAID (BELAJAR project), and BVLGARI (SPECIAL 4).  The Manager for Eastern NTT will be in charge of planning and all programmatic, administrative, communications, and financial management for this program.

JOB RESPONSIBILITIES:

Oversight and Management of Program Implementation and Quality

·        Responsible for overall coordination of the BELAJAR & SPECIAL 4 project implementation and working closely with Education Advisor and Literacy Boost Specialist for delivery of high quality programming in line with the objectives of BELAJAR & SPECIAL 4 annual plans.

·        Lead the development and maintenance of relationships with key local stakeholders including the district and provincial government education, planning (Bappeda), and health offices; as well as elected officials and other NGOs.

·        Ensure information exchange with key local government officials and public school principals/teachers to maximize their participation in the delivery of BELAJAR & SPECIAL 4 project activities.

·        Lead the process of developing BELAJAR & SPECIAL 4 annual plans and reports in close collaboration with the Senior Manager Program Implementation.

·        Ensure adherence to BELAJAR & SPECIAL 4 good programming guidelines including implementation of international good practices in early and education components.

·        Ensure that programs are implemented in ways that are responsive to key stakeholders in particular the children and communities where we work, and have a high level of acceptance by all stakeholders.

·        Ensure appropriate monitoring and evaluation is in place for BELAJAR & SPECIAL 4 programs.

·        Assess the capacity of and strengthen in an integrated way any local NGO partners.

·        Coordinate external technical assistance visits from SC Jakarta-based and international staff.

Financial and Administrative Management

·        Develop together with the Senior Manager Program Implementation, Grant and Sub Grant Unit, and the finance unit annual BELAJAR & SPECIAL 4 budgets.

·        Ensure the effective and efficient use of BELAJAR & SPECIAL 4 resources

·        Regularly monitor budget versus actual expenditures and proactively propose any modifications to expenditure plans and projections

·        Ensure the application of appropriate controls for BELAJAR & SPECIAL 4 resources including accurate tracking of all expenditures

·        Coordinate with the Finance unit to produce accurate and timely financial reports

·        Oversee appropriate logistics management including procurement, fleet management, and provision of goods and materials to communities

·        Ensure adequate human resource policies are in place

·        Ensure adequate security controls are in place in accordance to the Malaka and Belu District security plan

Emergency Response Management

·        Work with the Humanitarian Manager to strengthen the Indonesia CO organizational readiness to respond to emergencies in Malaka and Belu, NTT in line with global SCI emergency policies.  This includes ensuring optimal Programs staff participation the Indonesia Emergency Response Team and that these staff members receive proper training.

Staff Management, Mentorship, and Development – Program Implementation

·        Develop for Senior Manager Program Implementation approval the organizational chart for BELAJAR & SPECIAL 4 staffs.

·        Ensure appropriate staffing within the BELAJAR & SPECIAL 4 program including that staff members have appropriate qualifications

·        Manage the BELAJAR & SPECIAL 4 team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly

·        Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff

·        Manage the performance of all staff in the BELAJAR & SPECIAL 4 project implementation area through:

o    Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;

o    Coaching, mentoring and other developmental opportunities;

o    Recognition and rewards for outstanding performance;

o    Promoting opportunities for exchanges with other Save the Children in Indonesia programs;

o    Documentation of performance that is less than satisfactory, with appropriate performance improvement workplans

As a member of the Extended Senior Management Team, contribute to:

·        The overall management of Indonesia Country Office

·        Develop an organizational culture that reflects our dual mandate (humanitarian and development) values; promotes accountability and high performance; encourages a team culture of learning, creativity and innovation; and enables our staff to deliver outstanding results for children

·        Provide feedback on issues of cross-cutting importance to Save the Children in Indonesia including CO financial management, communications, advocacy, and human resources

·        Help establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs

·        Share good practices and lessons learned from the BELAJAR & SPECIAL 4 program with other programs and operations staff

QUALIFICATIONS

Education and Skill:

  *  Bachelor’s or Masters degree in education or other relevant advanced degree preferred
  *  Excellent interpersonal, communication and presentation skills
  *  Fluency in written and spoken Indonesian, strong English written and spoken skills

Experience and Knowledge:

·        Minimum of five years of management experience in a contractor, corporate, or NGO environment, including significant field implementation experience

  *  Have a deep understanding of pre-primary, primary educational issues, health and sanitation, and disaster risk reduction current conditions in Indonesia
  *  Have experience working in remote areas in Eastern Indonesia with experience in East Timor, NTT preferred

  *  Have experience working with an international NGO
  *  Solid project management skills related to international development projects with a proven history of delivering results

  *  Previous  experience  of managing  and  developing  a  team  and  the  ability  to  lead, motivate and develop others
  *  Substantial experience and knowledge of effective financial and budgetary control
  *  Have ability to analyze information, evaluate options and to think and plan strategically

  *  Willing to live in Atambua, Belu district.

  *  Commit and  understand  Save  the  Children’s  aims,  values  and principles  including rights-based approaches
