II. Organizational Context and Scope
I-Care (IOM Circle of Care for Displaced Persons in Indonesia)Project is an 18-months project, focused on designing and delivering care services for about 3,000 displaced persons in Indonesia. I-Care’s main activity sets as the following : (a) vulnerability mapping of target groups; (b) training/coordinating NGO I-Care service providers; (c) deliver of targeted I-Care services to target groups; in the areas of : (1) life-skills development; (2) social support; and (3) educational support – in no less than 10 project locations nationwide.
Under the direct supervision of I-Care Project Manager and the overall oversight of the Deputy Chief of Mission, the successful candidate will be responsible for the management and implementation of I-Care, with the end in view of timely organization and roll-out of all I-Care activities.
III. Responsibilities and Accountabilities
1. Lead coordination relationships with relevant personnel of other IOM Indonesia projects that share implementation relationships with I-Care.
2. Identify and analyse potential implementation issues, with a view to ensuring stakeholder coordination and consensus for all I-Care activities.
3. Assist in planning and designing I-Care activities.
4. Establish and sustain working relationships with senior government officials to develop a coordinating mechanism for I-Care activities.
5. Design and conduct I-Care project briefing sessions for all I-Care staff, including staff of other IOM Indonesia projects that share implementation relationships with I-Care.
6. Provide clear directions to I-Care field staff, and monitor field implementation of I-Care, nationwide.
7. Prepare I-Care materials for awareness raising to varied target groups.
8. Sort, classify and process information needed for the proper functioning and delivery of I-Care activities, in close coordination with personnel of other relevant IOM Indonesia projects.
9. Review the effectiveness of the I-Care activities. Devise a reliable feedback mechanism to evaluate I-Care processes and track specific and overall developments and weaknesses in the implementation of I-Care activities.
10. Prepare and submit monthly progress reports to Management.
11. Prepare draft donor reports, ad hoc reports as required or requested by the donor.
12. In coordination with the I-Care project manager and the Deputy Chief of Mission, liaise and coordinate all activities with the donors, government authorities and other agencies necessary for the implementation of I-Care activities.
13. Monitor allocation of resources, both human and financial, pertinent to field I-Care implementation.
14. Act as Project Manager in the absence of the Project Manager.
15. Perform other duties as may be assigned.

V. Education and Experience
a) Indonesian National with good knowledge of, and experience in managing program & operational
b) Master Degree (social sciences) with two years of working experience or University degree with four years of working experience, preferablypost graduate in Training & Development, Social Work, Psychology, International Development or alternatively an equivalent combination of relevant training & experience.
c) Has working experience in IOM, preferably in project implementation support, training delivery, capacity building and/or direct experience working with cases/beneficiaries related to people smuggling.
d) Experience liaising with donors, government agencies, etc.
e) Solid background on human rights.
