Urgently needed: Finance and Administration Manager for UCLG ASPAC, Jakarta

Background
United Cities and Local Governments Asia Pacific (UCLG ASPAC) is one of the eight Regional Sections of the United Cities and Local Governments (UCLG) which is based in Jakarta, Indonesia. UCLG is the largest association of local governments in the world and the officially recognized voice of local government by the United Nations. The Asia and Pacific region is the biggest of the eight sections in UCLG with linkages to more than 7.000 local governments. It represents well over 3.76 billion people–more than half of the world population- and incorporates economically fast developing countries such as China, India and Indonesia.

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities and their associations, and facilitates programs, networks and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising poverty alleviation, climate change, decentralization, local finance and MDGs.

UCLG ASPAC is accepting expression of interests from qualified Manager: Finance and Administration candidates. 

The Manager will be placed at the UCLG ASPAC regional office in Jakarta and provides support to the on-going operations and ensure high quality, accuracy and consistency of work. The Manager reports directly to the Secretary General of UCLG ASPAC.

Responsibilities

1.Assist Secretary General in managing the UCLG ASPAC General Secretariat

2. Assist Servicing Members
•preparing  invoices for annual membership fees payments
•sending payment received letter to members
•preparing financial information inputs for UCLG-ASPAC website, Newsletter, and other publications.

3.Financial Management
•Supervise Accounting staff
•book keeping  of revenues and expenditures
•preparing monthly staff salary and claims payments
•administering petty-cash and all financial payment requests
•administering office requisition/purchases and updating inventory of office equipment, stationary etc
•preparing financial reports as required
•preparing and managing annual budget
•undertaking internal audit
•independent external audit process
•administering the relevant Divisional files 

4. Personnel Administration
•maintaining and updating data of personnel records
•maintaining and updating all contracts.
•administering recruitment, appointment and dismissal of staff processes and records
•administering staff  leave eligibility
•administering staff performance appraisal and staff promotion exercises
•administering staff disciplinary measures
•administering matters relating to staff welfare, training, incentive & reward towards the enhancement of  General Secretariat’s human resources development as based on UCLG ASPAC Staff Regulations

5. Support Services Management
•managing premises and facilities
•assist in information and communications technology (ICT) equipment, systems and services
•records system
•maintenance of relationships with external providers.
•Disaster recovery and emergency management

6.    Supervise General Assistant in daily activities

Requirement :
-Minimum of a bachelor’s degree in Management, accounting and/or related fields
-At least three years of professional experience in office management or administration area with financial skills.
-Actively shares relevant information and communicates clearly
-Proactively develops new ways to resolve problems
-Provides constructive feedback to colleagues
-Provides fair, accurate, timely and constructive staff evaluations
-Sets clear and achievable goals consistent with agreed priorities for self and others
-Identifies priority activities and assignments for self and others
-Identifies risks and makes contingency plans
-Computer software skills in all basic Microsoft word application and relevant software
-Ability to develop managerial strategy and work co-operatively with other staff members
-Good in English (conversation and writing)
-Ability to work under pressure and to deadlines required
-Experience in working in an international environment respecting different cultures and nationalities


Assignment Period
The assignment will be for a period of 2 years and will commence as soon as possible

Remuneration
UCLG ASPAC will offer a remuneration initially amounting up from IDR 62.400.000 to IDR 120.000.000 per year.
