Background

United Cities and Local Governments Asia Pacific (UCLG ASPAC) is one of the eight Regional Sections of the United Cities and Local Governments (UCLG) which is based in Jakarta, Indonesia. UCLG is the largest association of local governments in the world and the officially recognized voice of local government by the United Nations. The Asia and Pacific region is the biggest of the eight sections in UCLG with linkages to more than 7.000 local governments. It represents well over 3.76 billion people–more than half of the world population- and incorporates economically fast developing countries such as China, India and Indonesia. 

UCLG ASPAC
is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities and their associations, and facilitates programs, networks and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising poverty alleviation, climate change, decentralization, local finance and MDGs.

UCLG ASPAC is accepting expression of interests from qualified candidates for Accounting Staff.

The Accounting staff will be placed at the UCLG ASPAC regional office in Jakarta and provides support to the on-going operations and ensure high quality, accuracy and consistency of work. The Accounting Staff reports directly to Finance and Administration Manager of UCLG ASPAC. 
Responsibilities
  1. Provide general administrative assistance to the Finance & Administration Manager
  2. Maintain financial files and records
  3. Monitor payments, expenditures and disbursements, and submit weekly report to Finance and Administration Manager
  4. Preparing book record and monthly closing for all financial transactions
  5. Anticipate payment schedule for vendors and consultants
  6. Assist the Finance and Administration Manager in reviewing payment requests from consultant & vendors  
  7. Prepare purchase request for any purchasing needs and obtain necessary approvals from Secretary General and other relevant departments. 
  8. Prepare petty cash advances, carry out payments, collect and prepare supporting documents (receipts, receiving reports, attendance lists, expenditures breakdown etc) and settle cash advances
  9. Set up and maintain a filing system for financial and other documents, such as copies of purchase requests forms, signed contracts, meeting notes, etc
  10. Assist other staff with clerical matters related to financial support, such as preparing travel itineraries
  11. Ensure prompt payment of all payment requests.
  12. In coordination with relevant departments, assist newly hired staff and consultants with computer set-up, email, office space, security briefings, stationary etc
  13. Assist with reimbursements of approved weekly and monthly expenditures. 
  14. Perform other duties as may be assigned. 
Requirement :
  • Minimum of Diploma (D3) in Accounting
  • At least three years of professional experience in accounting  or finance skills.
  • Follows all relevant procedures, processes and policies
  • Meets deadline, costs and quality requirements 
  • Demonstrate interest in improving relevant skills
  • Actively shares relevant information and communicates clearly
  • Provides constructive feedback to colleagues
  • Identifies priority activities and assignments for self and others
  • Computer software skills in all basic Microsoft word application and relevant software
  • Ability to work under pressure and to deadlines required
  • Experience in working in an international environment respecting different cultures and nationalities 
Assignment Period
The assignment will be for a period of 2 years and will commence as soon as possible

Remuneration UCLG ASPAC will offer a remuneration initially amounting up from IDR 32.500.000 to IDR 52.000.000 per year.
