CIFOR is looking for a Human Resources Officer for Contracts Administration

The Human Resources Officer for Contracts Administration will provide leadership for contract administration, compliance, and management of the database and all associated files. The Officer will also contribute to the development and implementation of best practices in human resources management consistent with CIFOR’s values and aspiration as en employer.

Duties and responsibilities
  • Manage and coordinate the contract management of CIFOR staff and partners/consultants and ensure compliance with CGIAR’s requirements regarding the procurement of services, including:
    • Contract development and administration, tracking and analysis as well as communication regarding performance and contract compliance.
    • Develop and maintain up-to-date commonly used contractual agreements for partners/consultants and staff positions.
    • Prepare timely contractual agreements for partners/consultants, monitor and follow up contacts with the parties concerned.
    • In consultation with other members of the HR team and/or HR Director, review and make recommendations on modifications, extensions and contract closeout documents, including but not limited to, partners’/consultants’ fees to ensure the consistency in the delivery of compensation packages.
    • Prepare letters of offer for all staff positions - national, regional, and international staff.
    • Provide advice on the contractual rights and obligations of staff and consultants.
    • Act as a liaison between CIFOR and staff/consultants.
    • Negotiate contracts with identified candidates.
    • Uphold the internal policies and processes regarding contract management and use by examining the viability of each contract and making the necessary recommendations for revisions as best indicated for efficiency and productivity metrics.
    • Monitor the contract management system and HR4U database in coordination with the administrators to ensure up-to-date and well-documented contracts and partners’/consultants’ records on file.
  • Provide general oversight for the processing of visa and work permits for the expatriate staff/partners and consultants, including:
    • Liaise with internal units, external parties, and relevant government offices for visa and work permit arrangements.
    • Ensure that all requisite permits (accreditation, visa, exit permit, stay permit, and other licenses) are processed appropriately in a timely manner.
  • Contribute to the development of human resources policies, systems, and practices, including:
    • Draft and write relevant documents as required by the HR Director
    • Liaise with staff representatives and/or internal units
  • Lead or participate in at least one (1) HR project which directly contributes to the attainment of CIFOR’s mission and goals.
Requirements
Education, experience and technical skills
  • Bachelor’s degree or equivalent in human resources management, business administration or related studies with at least five (5) years work experience in a similar position
  • Extensive knowledge in contract administration and visa/work permit processing for expatriates
  • Knowledge and expertise on laws governing contract drafting and management is a must and the ability to discuss the legal aspects of contracts in a timely and professional fashion is an advantage
  • Excellent spoken and written English and Bahasa Indonesia

  • Above-average customer support skills, ensuring internal and external client relations are running smoothly when it comes to contract drafts and negotiations
  • Good decision-making skills demonstrated by the ability to resolve conflicts or infringements arising from existing contracts
  • Excellent management and interpersonal skills with an ability to work as an individual contributor as well as a team player
  • Ability to effectively work in coordination with managers within the organizational hierarchy to analyze sourcing and contracting strategies.
Terms and conditions
  • This is a nationally recruited position open only to Indonesian nationals.
  • Competitive remuneration commensurate with skills and experience.
  • The appointment will be for a period of 3 years with a possibility of extension contingent upon performance, continued relevance of the position and available resources.
  • The duty station will be at CIFOR Headquarters in Bogor, Indonesia.
