Vacancy Save the Children: Project BELAJAR based in BELU, NTT

Save the Children currently implementing Better Literacy for Academic Results (BELAJAR), a three-year project funded by New Zealand Government’s Aid Programme. Project aims to improve literacy outcomes for 9,400 early primary students (years 1-3) in the Belu District, Nusa Tenggara Timor (NTT) province in Indonesia. The BELAJAR project will work with educators and communities to improve literacy outcomes for early year primary students in Eastern Indonesia.  Save the Children will use its proven and innovative Literacy Boost methodology in 80 schools and benefit an estimated 9,400 students. Students will learn to read independently, using activities to promote reading inside and outside the classroom, which will lead to improved life-long learning. Currently Save the Children has an immediate need for experienced staffs to be part of our BELAJAR project team and will be based in Belu, NTT.

The position we are looking for are:

1.  Project Officer (code: PO BELAJAR) – 2 post, based in Belu, NTT
The Project Officer BELAJAR Project will be responsible for implementation of all activities in target schools in Belu, NTT district. S/he will be responsible for programmatic implementation and monitoring of all project activities, and the development of the project work plan.  S/he will ensure that all activities included in the implementation plan are implemented and literacy outcomes are assessed.  S/he will report to the Senior Project Officer and be supported by a small finance and administration team in Belu, NTT.

Job Responsibilities:

Core Responsibilities
  • Ensure BELAJAR Project activities in Belu are implemented according to the detailed implementation plan including leading the technical implementation of the project in the field.
  • Ensure high quality technical implementation of all project interventions according to global best practices, and lessons learned from SC programming in Indonesia and globally.
  • Make collaboration with local stakeholders including establishing and developing strong and effective relationships with key district government officials and non-governmental stakeholders.
  • Make a collaboration with the local government on school selection, coordinating teacher training, reporting, and project public events such as results dissemination by including mobilizing communities in support of this project.
  • Together with Senior Project Officer and Project Assistant providing preparation of the Baseline Assessment of BELAJAR project.
  • Together with the Senior Project Officer, Monitoring and Evaluation Officer and with assistance from other staff, develop an effective monitoring, evaluation and reporting system (including documenting activities) to ensure the effectiveness of project implementation.
  • Together with Project Assistant and Procurement and Logistic Assistant ensure the procurement and delivery of all materials needed for activity both at school and in community is timely.
  • Together with Project Assistant monitoring regular activities both in school and communities (reading camp, reading awareness session).
  • Provide effective management and supervision of one staff member.
  • Ensure that there is close coordination with other Save the Children projects in Belu.
  • Together with Senior Project Officer undertake advocacy activities in policy level and other advocacy activity  to ensure the sustainability of the project.
  • Provide monthly report and monthly work plan, and submit to Senior Project Officer.
Special Requirements:
Education: Bachelor University Degree or equivalent in a relevant field. Other professional qualification is an advantage.

Skill and Experiences:
  • Minimum 3 years work for total working experience with relevant organizations in the (I)NGO, school or private sector with minimum 2 years experiences in similar education programs
  • Knowledge and skills in methods to promote improvements in early grade primary education with good understanding of the Indonesia education system.
  • Proven skills to develop an implementation plan and then efficiently implement activities to achieve intended objectives.
  • Proven capacity for training and supervising local NGO(s) and mobilizing communities.
  • Good inter-personal skills, negotiation and good communication skills in English and Indonesian language with stakeholders, school, government, private sectors, community.
  • Takes responsibility for their own personal development, builds and maintains effective relationships, with their team, colleagues, members and external partners and supporters.
  • Demonstrated ability to write high quality reports and other project documents in Indonesian and English.
  • Capable to work and lead effectively as part of a multi-cultural and multi-disciplinary team.
  • Proven good internal and external coordination including leveraging of other resources especially in negotiation and advocacy
  • Demonstrates honest personality, encourages openness and transparency and highest levels of integrity.
  • Excellent English and Indonesian language skills – both verbal and written, including writing reports and presentation skills in English and Indonesia language.
  • Excellent computer literate.
  • Willingness to stay in remote area.
2.  Project Assistant (code: PA BELAJAR) – 2 post, based in Belu, NTT
The Project Assistant BELAJAR will be responsible to support BELAJAR Project Officer to implement all BELAJAR activities in the area of target schools and working close with selected stakeholders, school, government, private sectors. S/he will report to the Senior Project Officer and be supported by a small finance and administration team in Belu, NTT.

Job Responsibilities:

Core Responsibilities
  • Ensure BELAJAR Project activities in Belu are implemented according to the detailed implementation plan including leading the technical implementation of the project in the field
  • Together with Project Officer builds effective relationships with key district government officials and non-governmental stakeholders and mobilizing communities at the field.
  • Together Project Officer supports Senior Project Officer BELAJAR in providing preparation of the Baseline Assessment of BELAJAR project.
  • Supports all BELAJAR team on data and information from the field activities to ensure the effectiveness of project implementation.
  • Together with Procurement and Logistic staff ensure the procurement and delivery of all materials needed for activity both at school and in community is timely.
  • Support Project Officer on monitoring regular activities both in school and communities (reading camp, reading awareness session).
  • Builds close coordination with other Save the Children projects in Belu.
  • Assist Senior Project Officer and Project Officer undertake advocacy activities to ensure the sustainability of the project.
  • Provide monthly report and work plan, and submit to Project Officer.
Special Requirements:
Education: Bachelor University Degree or equivalent in a relevant discipline.

Skill and Experiences:
  • Minimum 2 years work for total working experience with relevant organizations in the (I)NGO, school or private sector, some experience in project management with at least 1 year. experience in similar task & responsibility.
  • Previous successful experience, knowledge and skills in methods to promote improvements in early grade primary education.
  • Good understanding of the Indonesia education system.
  • Proven experience in training and mentoring arrangement with knowledge of the local context (preferably).
  • Proven skills efficient of filling and documentation system.
  • Proven ability to manage financial resources according to donor and organization regulations and reporting requirements.
  • Demonstrates honest personality, encourages openness and transparency and highest levels of integrity
  • Good English and Indonesian language skills – both verbal and written, including writing reports and presentation skills in English and Indonesia language.
  • Good computer literate.
  • Proven ability to work in a multi-cultural team.
  • Willingness to stay in remote area.
