BACKGROUND
TO THE ROLE KARINA (Caritas Indonesia) is the humanitarian arm of the Bishops’ Conference of Indonesia based in East Jakarta and is officially considered as a member of the Caritas Internationalis confederation. Established in mid-2006, it recently completed its first strategic planning in early 2008. One of the results of the strategic planning is the identification of 3 (three) main divisions: Programs Division, Support Division and Total Quality Management Division. KARINA (Caritas Indonesia) acts as a coordinating and facilitating body for all the 37 Dioceses incorporated under the Bishops’ Conference of Indonesia.

In December 2011 Karina has embarked on 6-month project to review and prepare for mobilizing institutional donor funding, oversight and review of CSOs efforts in DRR, CCA, EMR to identify good practices to share with diocesan Caritas. This project is extended for a further 12 months until June 2013. The DRR, CCA, EMR Assistant Manager 1 is directly responsible to Karina Executive director for performance in these areas

KEY REPONSIBILITIES
The Linking and Learning Coordinator will provide oversight of the linking and learning agenda; Mapping of various partner / community interventions and approaches at local level to be able to support practical linking efforts between communities, partners and stakeholders; Support to identified linking and learning activities from local to national and national to local to ensure harmonization; Identification of opportunities to strengthen linking and learning efforts; and Documentation and dissemination of practices, innovations and learning at both local and national level. This is to be achieved through systematic coordination and follow up with and between partners and Karina Jogja team. The Linking and Learning Coordinator should ensure timely delivery of work plans and monthly reports and linking and learning efforts at NTT and national level. This position is Flores based with frequent travel within NTT, Java and other parts of Indonesia as required.

TASKS/DUTIES
  • Work closely together with partners to look across the programme with a specific focus on identifying good practices, learning opportunities, lessons intervention & approaches, and challenge of programme implementation to contribute to Linking and Learning agenda
  • Understand partner work plans, highlights and challenges to support Linking and Learning agenda, this will include monitoring of field and partner activities
  • Operationalize and ensure 6-monthly review / update of Linking and Learning agenda
  • Coordination and support of joint local and national Linking and Learning agenda and activities driven by Karina and partners at NTT and national level. This includes but is not isolated to planned joint actions:
    • Data base on climate smart DRR-EMR; data collection, updates and monitoring
    • Up to date consolidation and documentation of community and partner innovations, practises and lessons in climate smart DRR-EMR and adaption (including tools, organizational capacities, community actions, engagement of women, sustainability and advocacy opportunities)
    • Water catchment landscape mapping and planning
    • Facilitate exchange and learning between communities and partners including cross visits, building community and partner networking,  and documenting the most significant change
    • Facilitate implementation and document appropriate media to disseminate practices and lessons under Linking and Learning agenda including organizing workshops, writing articles and developing of Information, Education and Communication (IEC) materials
  • Identify and advise partners on opportunities, lessons and linkages within operating environment
  • Review linking and Learning process and outputs on a monthly basis against plans and update to partners and Karina Jogja accordingly
  • Support coordination on behalf of and with all PfR partners for monthly island specific coordination, Karina and partners, and internal Karina Jogja coordination
  • Engage in planning with all partners for new / extended PfR projects with specific focus on linking and learning actions
  • Support partners in reviewing quarterly and six-monthly progress on relevant linking and learning action
  • Prepare monthly work plan and monthly report against efforts under Linking and Learning agenda 
  • Travel to Karina and partners project sites.
EXPEREINCE
  • Experience and knowledge of DRR, CCA and / or EMR is an advantage;
  • Experience working with local partners on programatic and organizational development is an advantage
  • Experience in documentation necessary, working with partners in consolidation of lessons and good practices highly desirable
  • Experience in working with NGOs required; capable of working in complex partnerships and experience in consortiums or alliances would be an advantage;
  • Experience in develop media communication/documentation is required;
  • Experience in facilitate the meetings/workshops;
  • Familiarity with NTT (political and context) is highly advantage;
SKILLS
  • Excellent written and spoken English and bahasa Indonesia
  • Conscientious and efficient in meeting commitments, observing deadlines and achieving results;
  • Detail oriented yet able to step back and review the bigger picture;
  • Ability to work independently, to develop clear goals;
  • Ability to monitor and adjust plans and actions as necessary;
  • Strong communication (verbal & written) and facilitation skills;
  • Practical knowledge of computer skills (Microsoft Office, outlook);
  • Excellent coordination and interpersonal skills and ability to establish and maintain effective partnerships and working relations;
  • Problem solving skills;
  • Able to work in partnership dynamic
  • Neutral and open-minded to assist and support each partner;
  • Able to maintain effective and respectful communications with partners
