Partnership: Civil Societies Innovating Together is a 3-year
USAID-supported initiative focusing on civil society partnership amongst
countries in Southeast Asia (http://www.ikat-us.org/).
Since 2011, Revenue Watch Institute (RWI) leads Better Governance in Extractive Industries project (http://www.revenuewatch.org/ikat-us),
in which Indonesian CSOs of Institute of Essential Services
Reform (IESR), Indonesian Parliamentary Center (IPC) and Article
33 (hereinafter Indonesian partners), exchange experience and share
information with Bantay Kita in the Philippines,Consultancy for Development (CODE)
and People and Nature Reconciliation (Pan Nature) in Vietnam,Cambodians
for Resource Revenue Transparency (CRRT) and Research for Social
Advancement (REFSA) in Malaysia, as well as Luta Hamutuk (Timor Leste)
(hereinafter regional partners).This partnership is couched on
Extractive Industries Transparency Initiative (EITI), an international
standard to ensure revenue transparency from extractive industries, with
a Multi Stakeholder Group (MSG) of representatives from the industries,
the government as well as civil society, overseeing the process (http://eiti.org/).
An EITI candidate country since 2010, Indonesia has accumulated the
experience of civil society network under the umbrella of Publish What
You Pay Indonesia (PWYP Indonesia) coalition advocating resource
transparency in the local, national as well as regional levels (http://www.publishwhatyoupay.org/).
Indonesia is expected to release its first EITI report mid April 2013 that will
result in Indonesia becoming an EITI compliant country. In Southeast
Asia, Timor Leste is the only EITI compliant country. The Philippines is
on its way to become an EITI candidate country by submitting their
candidacy 5 April 2013. Myanmar also committed to prepare its candidacy
by the end of 2013.ROLES AND RESPONSIBILITIESIndonesian Parliamentary
Center (IPC-www.ipc.or.id) is member of PWYP ?Indonesia. IPC plays the
roles in exchanging information and sharing information of Indonesian
civil society advocating EITI in Indonesia to regional partners.
This
exchange of information and sharing of experience is aimed to support
national advocacy in each of their countries.In order to carry out its
roles, IPC is looking for an highly enthusiastic, energetic and
dedicated individual to fill the position of Project Manager (PM) with
the following qualifications.GENERAL QUALIFICATIONSS/he
is:
is:
- Able to build trust, communication, coordination and partnership with high level of eloquence and intercultural perspective
- Equipped with a bachelor’s degree (or equivalent) in political science, social sciences, international relations, human rights, social development and other related subjects; or preferably graduate from an undergraduate program or a graduate program or a short course of a minimum 6 months in duration from an English speaking country
- Equipped with a minimum 550 TOEFL score or 7 IELTS score or a year of studying or working in an English-speaking country
- Exposed to socio-political issues in the contexts of Cambodia, Malaysia, the Philippines and Vietnam
- Able to travel regularly to Cambodia, Malaysia, the Philippines and Vietnam
- Able to dedicate 160 work hours each month (full-time position)
SPECIFIC QUALITIFICATIONS S/he is :
- Equipped with a minimum of 5 years of national-level advocacy, which engage the government and civil society and business sectors in partnership; preferably equipped with a minimum of 1 year of EITI advocacy or revenue transparency in extractive industries or freedom of information or good governance or anti corruption
- Able to provide strategic guidance to IKAT-IPC team on the implementation of IKAT-IPC planned 2013-2014 activities in partnership with regional partners in order to achieve agreed outputs as jotted down in monitoring and evaluation document.
- Able to develop, reviewing, contributing analyzing project strategies/documents, to take active participation in discussion with regional partners and their stakeholders, to deliver presentations and produce report.
- Able to identify, formulate, agree, design, prepare and implement EITI advocacy-related activities in partnership with regional partners.
- Able to demonstrate high quality of leadership, time management, goal setting, and other organizational related skills.
- Under the direction provided by IPC Director and/or RWI IKAT US Project Manager able to provide advocacy-related assistance to regional partners to support their EITI national advocacy, according to the direction provided by Project Manager.
- In partnership with Indonesian partners and stakeholders, he or she will identify, prepare and mobilize resource persons to share and exchange EITI advocacy experience and information with regional partners, according to the direction provided by IPC Director and/or RWI IKAT US Project Manager.
- Have experience of capacity building as facilitator, mentor or resource person during the last three years.
