Program Officer at The Asia Foundation, Jakarta

The Asia Foundation is seeking qualified candidates for the position of Program Officer in our CSO Strengthening program implemented through the Australia-Indonesia Partnership for Justice (AIPJ). The program provides core funding to civil society organization partners working to promote the right to legal identify, the right to fair legal proceedings and the right to legal information. Priority areas for support include judicial dispute resolution mechanisms, support to the prosecutor's office, counter-corruption and provision of legal aid. The program also provides support for disabled people's organizations (DPOs), and covers DKI, South Sulawesi, NTT and NTB.

The Program Officer will work as part of a team that provides direct management oversight of core funding to CSO partners. Responsibilities will include program development, monitoring and evaluation, and technical assistance to partners as well as reporting, grants management and monitoring of program spending. The PO will have regular contact with other Asia Foundation justice sector programs to foster cross-learning. S/he will also represent the program to partners, government counterparts, donors and other international agencies.

Qualified applicants will have at least 5 years relevant work experience, an advanced degree in law or social/political science, and specialization in justice sector, law reform, human rights or civil society development. Experience in project management, grant-making, and NGO capacity building is needed. Knowledge of Indonesian law and justice reform, experience with justice sector CSOs and their regional/ national networks, and experience with counterparts including the KPK, AGO, Judicial Commission, and the Courts. Solid understanding of the civil society movement working on issues related to right to legal identity, right to fair proceedings, and right to (legal) information, including anti – corruption initiatives. Knowledge and experience working with women and people with disabilities is a benefit.

Excellent communication skills in both English and Bahasa Indonesia are needed, as well as strong analytical skills, excellent interpersonal skills, and ability to represent the program externally.
