ChildFund Indonesia is currently seeking:
Position : Program Officer / Disaster Risk Reduction (Position Code: PO/DRR)
Reporting to : Zonal Manager
Based in : Jakarta
Functional Summary
The Disaster Risk Reduction (DRR) Program Officer will be required to provide capacity building and technical support, as well as monitoring and evaluation oversight to ChildFund Indonesia’s DRR training program. For this project, the DRR Program Officer will work closely with the Country Humanitarian Emergency Specialist on the implementation of all activities, including participating as a member of the Disaster Emergency Response team. The DRR Program Officer will also be required to provide support to local partners in the implementation and monitoring of regular country programs. To this end, the Program Officer will be required to coordinate with local partners and program stakeholders within ChildFund Indonesia’s working area. The Program Officer will also be required to coordinate and take on additional tasks that might emerge. The DRR Program Officer reports to Zonal Manager.

Key Responsibilities
- Assist the strategic development of our DRR training program. This will involve working with partners to organize well as lead the training, provide technical support in the development / adaption of resources for use and reporting after the training.
- Participate in ChildFund Indonesia’s Emergency Response team
- Develop links with DRR and other related areas such as education, child protection whilst contributing to the other strategic directions of the organization.
- Work to ensure all interventions increase the protection of civilian populations as well as increase the organisations role and profile in promoting local, national and regional policy and practice change through advocacy activities. This will includes working to promote the organizations commitment for equity in terms of gender and disability.
- Assist local partners develop their program proposals and budgets.
- Provide technical and advisory support in the implementation of local partner program activities.
- Support local partners conduct project monitoring and evaluation and provide feedback on progress/constraints which need action.
- Help identify and facilitate capacity building needs for local partners.
- Ensure partners submit quality reports in a timely basis.
- Provide documentation/status reports for donor requirements.
- Provide support to the development of concept papers and/or project proposals for resource mobilization purposes.
- Support staff and affiliate partners in aligning program/sponsorship with the country’s strategic objectives.
- Provide onsite visits to program beneficiaries to monitor progress, assess program effectiveness and recommend program modification.
- Liaise with the communication specialists in the development of best practice
Qualifications and experience
- At least 2+ years experience with international/national agencies in implementing and managing DRR programs/humanitarian response activities, including experience in building local capacities to assess, design and manage DRR programs.
- Good understanding in DM Law No 24/2007 Sphere, International Humanitarian standard, and Children in DRR.
- At least 5+ years experience in working in the human service or social services and/or with a non-profit agency, preferably community organization.
- Good understanding of relief and development issues within the context of complex emergency situations.
- Knowledge and proven experience in managing the project cycle, including project planning, implementation, monitoring and evaluation.
- Ability to work independently with minimum supervision to build on and develop the job, combined with the ability to work as part of a team.
- Strong interpersonal skills.
- Computer proficiency in general office software applications (i.e. Word, Excel, Outlook).
- Outstanding written and oral communication skills in English and Indonesian.
- Good oral/written communication and organizational skills.
- Must be able to travel to program locations, often at short notice.
- Bachelor’s degree, preferably in Social Work or relevant human services discipline, or equivalent relevant work experience; advanced degree desirable.
