Overview:
The USAID/Indonesia Expanding Maternal and Neonatal Survival (EMAS) Project, Cooperative Agreement Number AID-497-A¬-11-00014, is a five year program to support the Government of Indonesia (GOI) to reduce maternal and newborn mortality. EMAS works with Indonesian government agencies (national, provincial and local), Civil Society Organizations, public and private health facilities, health professional organizations, and the private sector. The project is expected to result in an overall 25% decline in national maternal and newborn mortality

He/she will work closely with the Jakarta-based Deputy for Provincial Operations, who is responsible for the overall strategic direction and oversight for provincial and district-level activities across the EMAS program. Responsibilities:
- Overseeing all provincial and district-level activities including:
- Cultivating strategic relationships and alliances with Local Health Offices, Hospitals, professional organizations and the other local non-governmental organizations and donors including private sector partnerships
- Coordinate and collaborate with government officials, stakeholders, Jhpiego staff and consultants for effective implementation
- Attending the POKJA province and districts meeting and assist the strategy of expansion and replication of EMAS program including in province and districts budget and planning.
- Ensure the supervision of facilities team have schedule on referral assessment, including how to analyze and how to follow up.
- Coordinating with technical team members in the design, analysis, and synthesis of interventions
- Give advice on strategy in accepting clinical governance and routine assessment within facilities and strengthening supervision system in facilities.
- Assist in preparing mentoring team and implementing mentoring between facilities
- Work closely with Deputy for Provincial Operations to lead the design and implementation of all activities to ensure necessary technical input and coordination to achieve desired results
- Advise provincial and district counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutions, while ensuring overall technical quality of Jhpiego and/or EMAS processes and products.
- Troubleshoot to prevent and resolve potential problems and review outputs for quality control
- Work closely with Provincial Program Manager to work on all programmatic aspects
- Develop and maintain excellent relationships with colleagues and donors in country and region
- Keep Deputy for Provincial Operations informed of successes, challenges, and lessons learned. Work with Headquarters, to ensure smooth implementation of all program activities and to monitor financial and contractual obligations.
Qualifications:
- Master’s Degree in health or social sciences or a related field
- A minimum of fifteen years of mid to senior level experience in designing, implementing or managing large, complex projects in developing countries
- Previous experience working with USAID
- Experience in maternal and newborn health and/or community interventions preferred
- Familiar with the Indonesia health system, key stakeholders and relevant government policies/strategies
- Resident of local area preferred (see Job Location above)
- Experience and demonstrated ability working with government health programs, counterparts and systems
- Proven depth and breadth of technical and management expertise and experience
- Strong ability to work and communicate within team members
- Demonstrated excellence in oral and written Indonesian language; English language proficiency preferred
- Ability to work independently and to exercise independent judgment
- Ability to ensure adherence to applicable laws and regulations
- Demonstrated ability to exercise confidentiality and professionalism
