RFA Background
Citizens and businesses continually interact with many governmental agencies to obtain services (such as education, health care, housing and municipal services, permits, licenses, registrations, and information), fulfill their public obligations or seek justice and resolve disputes. These interactions are often vulnerable to corruption or abuse of public office for many reasons. As victims of corruption or excessive bureaucracy, citizens and businesses may require legal consultation or assistance. Since 2012, MSI-SIAP I has been tasked by USAID to provide support on Bureaucratic Reform initiatives for the Ministry of State Apparatus. The support addresses needed improvement of public service delivery, revitalization of the inspectorate generals, and public employee recruitment transparency enhancement.

Subject:
Three small grants for Citizen Advocate Office (CAO) will be awarded to address citizen and business needs with regard to incidents of corruption and abuse of power by public officials,will be available in 3 areas: Surabaya, Bangka Belitung and North Kalimantan.

Scope of Work:
1) Providing legal and non-legal assistance to the victims of corruption and excessive bureaucracy;
2) Disseminating information and conduct public education about the impact of corruption and citizen rights and responsibilities in interacting with the government.

The applicant conferences are as follows:

* 2 April 2013 at 2:00-4:00pm in Surabaya Plaza Hotel, Surabaya

* 3 April 2013 at 3:00-5:00in Novotel Bangka Hotel, Pangkal Pinang

* 5 April 2013 at 2:00-4:00pm inSwissbel Hotel, Tarakan, North Kalimantan

Deadline for questions: 1 April 2013, by 3:00pm local Jakarta time.

Application deadline: 19 April 2013 (for RFA 13.906 CAO Surabaya and for RFA 13.908 CAO Bangka Belitung), and 23 April 2013 for RFA 13.907 CAO North Kalimantan) by 3:00pm local Jakarta time. Estimated grant funds: maximum US$50,000per grant for 12 months.

Organizations eligible to apply: Responsible, legally registered Indonesian non-profit, for-profit, and non-governmental organizations (NGOs) with experience in operating and managing citizen advocacy offices, law firms, or related fields. Strong preference will be given to local NGOs in target cities or civil society organizations and national organizations with local branches.
