JPAL-SEA: Finance and Administration Manager, Jakarta

The Southeast Asia regional office of the *Abdul Latif Jameel Poverty Action Lab (J-PAL SEA)*, a research center based at the Institute for Economic and Social Research (LPEM) at the University of Indonesia, is looking to hire an experienced *Finance and Administration Manager* to contribute to the effective operation and financial management of its recently established office. The selected candidate will be an employee of LPEM and be based at the J-PAL SEA office located in the UI Salemba Campus in Jakarta. The Manager will report directly to the J-PAL SEA Executive Director.

*Finance and Administration Manager Job Functions*

In the area of *financial management*, the Manager will be responsible for:
  • Managing all aspects of accounting for concurrent J-PAL SEA projects in multiple countries. This includes, but is not limited to: producing budget to actual expenses and projections analyses, financial reports, drawdown requests and expense reconciliations for donors, partner organizations and sub-contractors;
  • Effectively coordinating and collaborating with J-PAL’s Central Office, LPEM, and J-PAL SEA partners and sub-contractors to ensure compliance with established accounting controls and procedures;
  • Ensuring that all financial and accounting reports are of the highest quality and are prepared and submitted by set deadlines;
  • Monitoring J-PAL SEA operational expenditures and, as appropriate, requesting bids, procuring and overseeing major capital and operating expenditures;
  • Drafting and updating a financial management manual in coordination with the J-PAL SEA Executive Director, J-PAL’s Central Office and LPEM.
In the area of *administration*, the Manager will be responsible for:
  • In compliance with established controls and procedures, instituting and overseeing the maintenance of electronic and paper filing systems for financial, administrative and certain program documents;
  • Prioritizing and managing the flow of written, electronic, and other information into and out of the office using document tracking programs and software;
  • Planning and coordinating logistics, as well as liaising with conference venues and suppliers of necessary goods and services for J-PAL SEA events, including high-visibility conferences, seminars and workshops,
  • Overseeing an office renovation including, but not limited to, developing a renovation plan, obtaining bids for contractors and procuring office furniture;
  • Liaising with LPEM and the J-PAL Central Office to ensure the optimal operation of office computers and telecommunications systems;
  • Assisting the Executive Director in coordinating day-to-day internal operations of J-PAL SEA;
  • Identifying and coordinating monthly payments for services including telephone, internet, as well as digital and print subscriptions;
  • Establishing and institutionalizing an office equipment inventory system;
  • Proactively identifying needs for as well as procuring day-to-day office materials.
*Requirements*

*Experience: *Minimum five (5) years of relevant experience in an international organization implementing and managing large-scale and complex accounting and financial systems, as well as providing administration oversight.

*Education:* Minimum Diploma or Bachelor’s degree or equivalent education or relevant experience.

*Other: *
  • Superior knowledge of budgeting, procurement oversight, internationally accepted accounting principles and the practical application of financial management systems;
  • Ability to apply and manage complex accounting and financial systems in coordination with multiple stakeholders and in compliance with established controls and procedures;
  • Superior proficiency with word processing, spreadsheet and database programs, as well as commercial accounting software;
  • Fluent verbal and written communication skills in English and Bahasa Indonesia.
  • Outstanding interpersonal skills, including the ability to effectively liaise and coordinate with a diverse set of stakeholders;
  • Self-starter that takes initiative with a superb sense of collegiality, discretion and confidentiality;
  • High level of attention to detail and ability to effectively manage multiple priorities while meeting deadlines;
  • A keen interest to help build-up a new office operationally as well as organizing high-visibility events;
