Library sector in Indonesia continued to grow in role as well as in number, which resulted in the increasing number of users. Unfortunately, the capacity of public library services in Indonesia is still below what is needed, in terms of soft and hard skills. More importantly, they need to keep up with the global technology development in this era of information technology is indispensable for the library. The literacy of information and ICT is getting critically important due to its increasing role in many walks of life. In addressing this issue, Coca-Cola Foundation Indonesia with Bill and Melinda Gates Foundation support is implementing the PerpuSeru program to develop public library into well used, ICT enabled, productive, and sustainable community learning centers. Lessons learned from the PerpuSeru program will result in a better understanding of growing and maintaining the role of libraries as sources of knowledge and information. Specific target users, i.e., women, youth and micro-entrepreneurs will benefit through improved skill and knowledge in, among others, health care and/or economic development, and improved access to information on job opportunity and creative industry, and improved information to develop entrepreneurship. In the long term, we expect that PerpuSeru program will enable end beneficiaries to improve their quality of lives especially in aspects of health and economic development, create better opportunities in employment and education as well as improve competitiveness in entrepreneurship skills.Position Title: Impact Specialist

ESSENTIAL JOB FUNCTIONS: Do This
- Lead the project long research and evaluation activities to examine the impact of the PerpuSeru project on the 40 public library partners and the community perception toward the library. The research and impact coordinator will be responsible for completing and ensuring accuracy across all aspects of the research, including survey design, sampling, analysis, and reporting.
- Design the monitoring and evaluation strategy of the PerpuSeru project to ensure that it captures the necessary data and information relevant to project progress.
- Works with external party/ies on research implementation, including research agency selection as well as supervising on-field implementation.
- Works with PerpuSeru public libraries partners to support them on impact measurement activities, making sure those library partners understand the impact of their service to the users and communities.
- Collect, analyze, and present secondary data year-round to examine and raise awareness about the impact public library service to the communities.
- Collect qualitative data on the impact of the PerpuSeru program on public libraries and consequently to the communities.
- Produce written reports and presentation materials related to the above projects.

- This position requires a university degree and experience in the areas of planning and conducting training, community mobilizing, Positive Deviance, and other behavior change methodologies. A successful candidate will be highly creative in applying the Positive Deviance approach to a variety of issues. Candidate should possess patience, enthusiasm, and strong interpersonal skills and be able to supervise a diverse team. This position requires confidence in speaking in front of large groups of people.
- Multi-tasking, organizational and prioritization skills are necessary. Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required. Computers skills with strong familiarity with Microsoft Word and Excel are mandatory. Candidate must be willing to travel and work in difficult conditions.
The ideal candidate will demonstrate a well-developed ability to conceptualize, plan, and implement program activities creatively, as well as the ability to scale up and transfer lessons learned to other efforts. A successful candidate will demonstrate attention to detail, ability to follow procedures, meet deadlines, and work independently and cooperatively with team members and have skills to document and disseminate innovative practices.
The ideal candidate will have a strong desire and ability to facilitate a growing training team, library partners as well as community. S/he will be an excellent communicator, multi-tasker, able to operate under tight deadlines, and follow procedures. S/he will be a team-player with a positive attitude towards problem-solving and have a sense of humor.
